The 2008 financial crisis and the COVID-19 pandemic have made the authorities to increasingly turn inward and use ethnocentrism, protectionism, and top-down approaches to guide policy on trade, competition, and industrial development. The continuing aftereffects of such policies range from the rise and seeming success of authoritarian states, rise of populist and protectionist trends, and evolving academic agendas inspiring the reemergence of top-down industrial policies across the world. Jane Duckett describes in detail new state business activities in China and explains why they have appeared. Using research on the northern city of Tianjin during the 1990s, she argues that individual departments, within the Chinese state, are involved in the market economy through the establishment of their own businesses. Innovation is generally viewed as something inherently good, a source of progress and prosperity in our society. But innovation can also have negative, unintended, and wasteful effects, if policies are misdirected and organizations pursue innovation to look good and convey a message, rather than to actually achieve improvements of technologies, services, and products. This book makes the case that innovation has become a buzzword, a political cure-all, and increasingly an empty phrase, and that this has become detrimental to innovation itself. Governmental (and supra-governmental) innovation policy is often unrealistically phrased and shaped, and corporate innovation projects are not seldom meaningless acts of window-dressing. An examination of clean technology entrepreneurship finds that “green capitalism” is more capitalist than green. Entrepreneurs and investors in the green economy have encouraged a vision of addressing climate change with new technologies. In Planetary Improvement, Jesse Goldstein examines the cleantech entrepreneurial community in order to understand the limitations of environmental transformation within a capitalist system. Reporting on a series of investment pitches by cleantech entrepreneurs in New York City, Goldstein describes investor-friendly visions of incremental improvements to the industrial status quo that are hardly transformational. He explores a new “green spirit of capitalism,” a discourse of planetary improvement, that aims to “save the planet” by looking for “non-disruptive disruptions,” technologies that deliver “solutions” without changing much of what causes the underlying problems in the first place. Goldstein charts the rise of business environmentalism over the last half of the twentieth century and examines cleantech's unspoken assumptions of continuing cheap and abundant energy. Recounting the sometimes conflicting motivations of cleantech entrepreneurs and investors, he argues that the cleantech innovation ecosystem and its Schumpetarian dynamic of creative destruction are built around attempts to control creativity by demanding that transformational aspirations give way to short-term financial concerns. As a result, capitalist imperatives capture and stifle visions of sociotechnical possibility and transformation. Finally, he calls for a green spirit that goes beyond capitalism, in which sociotechnical experimentation is able to break free from the narrow bonds and relative privilege of cleantech entrepreneurs and the investors that control their fate.

Modern institutional economics was created to study the institutions of pre-digital economies and is based on reductionist approaches. But digital capitalism is producing institutions of unprecedented complexity. This book argues therefore that not only the economic institutions themselves but also the theoretical foundations for studying those institutions must now be adapted to digital capitalism. The book focuses on the institutional complexity of digital capitalism, developing an interdisciplinary framework which brings together cutting-edge theoretical approaches from philosophy (first of all, object-oriented ontology), sociology (especially actor-network theory), evolutionary biology, and cognitive science. In particular, the book outlines a new approach to the study of institutional evolution, based on extended evolutionary synthesis – a new paradigm in evolutionary biology, which is now replacing neo-Darwinism. The book develops an enactivist notion of extended cognition and cognitive institutions, rejecting the individualistic and mechanistic understanding of economic rationality in digital environments. The author experiments with new philosophical approaches to investigate institutional complexity, for example, the ideas of the flat ontology and the assemblage theory. The flat ontology approach is applied to the study of human-robot institutions, as well as to thinking about post-anthropocentric institutional design. Assemblage thinking allows for a new (much less idealistic) look at blockchain and smart cities. Blockchain as digital institutional technology is considered in the book not from the viewpoint of minimizing transaction costs (as is customary in the modern institutional economics), but by using the theory of transaction value which focuses on improving the quality of digital transactions. The book includes a wide range of examples ranging from metaverses, cryptocurrencies and big data to robot rules, smart contracts and machine learning algorithms.
