In the face of the most severe and most prolonged crisis in the history of capitalism, it would be expected for radical left parties to seize the opportunity to promote their political agenda. Although reality has often confounded prognosis, two particular radical left parties – the Greek SYRIZA and the Cypriot AKEL – were elected to the highest government office. The author uses these two examples to engage with the broader question of what to expect when left-wing radicals achieve governance. This book provides an innovative analysis and interpretation of the overall trajectory of the Western European radical left from 1989 to 2015. After the collapse of really existing communism, this party family renewed itself and embarked on a recovery path, seeking to fill the vacuum of representation of disaffected working-class and welfarist constituencies created by the progressive neoliberalisation of European societies. The radical left thus emerged as a significant factor of contemporary political life but, despite some electoral gains and a few recent breakthroughs (SYRIZA in Greece, PODEMOS in Spain), it altogether failed to embody a credible alternative to neoliberalism and to pave the way for a turn to a different developmental model. This book investigates why this was the case, combining aggregate (17 countries), case study (Germany, Italy, and France), and comparative methods. Back in 1989, many anticipated that the end of the Cold War would usher in the ‘end of history’ characterized by the victory of democracy and capitalism. At the thirtieth anniversary of this momentous event, this book challenges this assumption. It studies the most recent era of contemporary European history in order to analyse the impact, consequences and legacy of the end of the Cold War for Western Europe. Bringing together leading scholars on the topic, the volume answers the question of how the end of the Cold War has affected Western Europe and reveals how it accelerated and reinforced processes that shaped the fragile (geo-)political and economic order of the continent today. In four thematic sections, the book analyses the changing position of Germany in Europe; studies the transformation of neoliberal capitalism; answers the question how Western Europe faced the geopolitical challenges after the Berlin Wall came down; and investigates the crisis of representative democracy. Although the most pernicious consequences of the crisis have apparently abated, the long-term political repercussions remain unclear. Whereas most attention has focused on the right-wing populist parties, the rejuvenation of the left is an unwritten story of post-crisis politics. This volume addresses this story, with three principal aims: to examine the radical left intellectual response to the crisis, i.e. how actors conceptualise the causes of crisis and its consequences; to examine the radical left electoral response to the crisis, i.e. how the crisis has aided or weakened the electoral success of radical left parties and movements; to examine organisational responses, i.e. whether the crisis has resulted in new party structures, methods of organising, and internal party tendencies. Political parties are alleged to be turning their backs to civil society; they are said to discourage the active participation of their members and to distance themselves from the privileged relations to affiliated social organisations they once prized. Between the fall of the Berlin Wall in 1989 and the current economic crisis they have been tirelessly experimenting with diverse new forms of party organisation that have enabled them to return to their social roots. The main lesson drawn from the studies in this book is that party ideology and a party’s position in the national political arena go a long way towards explaining the extent to which political parties prioritise social linkage. The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. After the transitions following the fall of their dictatorships in the 1970s, Greece, Spain and Portugal established bipolar electoral competition and predictable patterns of government formation. But more recently, all three countries have been in the frontline of the economic crisis and austerity implementation, triggering electoral realignments and turning the radical left into a major player. This volume offers essential understanding of the political destabilisation of Southern Europe. It includes detailed analyses of all five ‘crisis elections’ and of Greece’s bailout referendum. It also provides studies of the five ‘new contender’ parties (SYRIZA, Podemos, Ciudadanos, the Bloco Esquerda and the Portuguese Communist Party) which played a key role in government formation for the first time.
