‘Re-framing Democracy and Agency in India: Interrogating Political Society’ critically unpacks the concept of ‘political society’, which was formulated as a response to the idea of civil society in the postcolonial context. The volume’s case studies, drawn from across India and combined with a sharp focus on the concept of political society, provide those interested in Indian democracy and its changing patterns with an indispensable collection of works, brought together in their common pursuit of highlighting the limitations of different core concepts as formulated by Chatterjee. Are new ideas needed to disentangle the uses and abuses of the idea of civil society both in South Asia and beyond? This book seeks to explore this question by reviewing the debate on civil society mainly in India but also in Pakistan. Civil society is a term that has a rich history in European political and social thought since the 17th century. Yet it has also become shorthand either for groups who place themselves in opposition to state elites or for non- governmental organizations that initiate, often in partnership with international agencies, programmes of economic and social development that to a greater or lesser extent are distanced from the state. The purpose of this collection of essays, initially presented at a seminar in 2018 in Hyderabad in South India, is to explore these disconnects and to see if concepts of civil society can be developed that go with the grain of South Asia’s political and historical experience. Some of the chapters in this edited volume focus specifically on theoretical dimensions, while others take case studies from India and Pakistan. The chapters in this book were originally published as a special issue of the Journal of Civil Society.

How do societies negotiate the apparently competing agendas of environmental protection and social justice? Why do some countries perform much better than others on this front? Democracy in the Woods addresses these question by examining land rights conflicts-and the fate of forest-dependent peasants-in the context of the different forest property regimes in India, Tanzania, and Mexico. These three countries are prominent in the scholarship and policy debates about national forest policies and land conflicts associated with international support for nature conservation. This unique comparative study of national forestland regimes challenges the received wisdom that redistributive policies necessarily undermine the goals of environmental protection. It shows instead that the form that national environmental protection efforts take - either inclusive (as in Mexico) or exclusive (as in Tanzania and, for the most part, in India) - depends on whether dominant political parties are compelled to create structures of political intermediation that channel peasant demands for forest and land rights into the policy process. This book offers three different tests of this theory of political origins of forestland regimes. First, it explains why it took the Indian political elites nearly sixty years to introduce meaningful reforms of the colonial-era forestland regimes. Second, it successfully explains the rather counterintuitive local outcomes of the programs for formalization of land rights in India, Tanzania, and Mexico. Third, it provides a coherent explanation of why each of these three countries proposes a significantly different distribution of the benefits of forest-based climate change mitigation programs being developed under the auspices of the United Nations. In its political analysis of the control over and the use of nature, this book opens up new avenues for reflecting on how legacies of the past and international interventions interject into domestic political processes to produce specific configurations of environmental protection and social justice. The pace of socioeconomic transformation in India over the past two and a half decades has been formidable. This volume sheds light on how these transformations have played out at the level of everyday life to influence the lives of Indian women, and gender relations more broadly. This book explores buffer states' agency beyond being highly interactive spaces for the competing strategic and security interests of larger powers. Analyzing 21 political events, the author offers a new conceptual framework for the buffer state, which emphasizes strategic utility and agency. Applying this to the case study of Nepal as a buffer state between India and China, he offers a systematic analysis of Sino-Indian interests in the wider region, and Nepal’s interactions with and reactions to them, and argues that the buffer state in contemporary international relations is characterized by intense competitive overtures from its contending neighboring states. However, the buffer state is not just a spectator but an active participant that consistently assesses and reassesses its geopolitical position in between much larger competing powers. This reading offers a new understanding of the buffer state as a highly dynamic political space wherein the levels of influence and strategies of bigger powers can be examined. Over the past decade India has witnessed a number of land wars that have centred crucially on the often forcible transfer of land from small farmers or indigenous groups to private companies. Among these, the land war that erupted in Singur, West Bengal, in 2006, went on to make national headlines and become paradigmatic of many of the challenges and social conflicts that arise when a state-led policy of swiftly transferring land to private sector companies encounters resistance on the ground.
