This book examines the ways in which Confucian political culture operates in contemporary Chinese politics and influences its development. The author argues that the authoritarian political culture performs functions similar to the democratic political culture, drawing on a wide range of data—surveys, interviews, archives, Public Hearing Meeting records, and the Party Congress Reports of the Chinese Communist Party—to substantiate and illustrate these arguments. In an authoritarian political system, the “legitimating values” of the authoritarian political culture persuade the public of their government’s legitimacy and the “engaging values” equip individuals with a set of cultural dispositions, resources, and skills to acquire political resources and services from the state. In the context of Chinese politics, personal connections infused with affection and trust—the Social Capital in the Confucian culture—facilitate political engagement. Despite the country’s continuous advocacy for the “rule of law,” state and public perceptions of legal professionals and legal practices, such as mediation and lawyer-judge relations, are fundamentally moralized. A new “people ideology,” which originated in the Confucian political culture, has been re-appropriated to legitimate the Party’s hegemonic governing position and policies.

Identity politics can impede Chinese identification in southeast Asia because the migrant population, particularly the intellectual aspect of that population, have to consider the political effects of their intellectual and social activities on the survival of Chinese communities. Similarly, these communities have to deal with the necessity of nation-building in the aftermath of the Second World War, which required integration rather than the exaggeration of differences. Consequently, restriction on self-understanding as well as self-representation has become more than apparent in Chinese migrant communities in southeast Asia. With this in mind, identity politics can inspire self-understanding among the migrant communities, as intellectuals rediscover how humanism can enable a claim of ‘Chineseness’ that can be registered differently and creatively in a variety of national conditions. Migrant communities generally understand the importance of political accuracy, and this being accurate involves subscribing to pragmatism, something which is apparent in the scholarship and creative outputs of these communities. Humanism and pragmatism together are the epistemological parameters of self-representation, whereas civilizational and ethnic studies are their methodological parameters. This comprehensive volume is a three-part study of whether the Chinese political system has maintained a significant degree of regime legitimacy in the context of rising domestic discontent, in particular the popular protests against socio-economic inequality and environment degradation. Part I presents the scholarly debate on the theoretical refinement and empirical measurement of regime legitimacy in contemporary China. Part II focuses on the challenges to regime legitimacy of the increasingly widespread popular protests and civil activism. Part III examines the regime’s responses to these challenges, including coercive repression, adaptation, and economic performance. This book finds that, while repression can hardly stop popular protests – and often backfires – economic performance legitimacy is increasingly difficult to be maintained.
