BOOK EXCERPT:
EMU started with eleven member countries as scheduled on January 1, 1999. The paper shows that the primacy of politics over economics in this decision could have serious consequences concerning the stability of EMU in the transition phase. Speculative attacks against currencies which are in economic distress due to asymmetric shocks can still happen. A speculative attack as such cannot force a country out of EMU. However, the country concerned might voluntarily decide to leave the system as the costs of staying inside EMU, e.g., due to further rising unemployment, become too large to bear.

BOOK EXCERPT:
Research activity in the IMF emphasizes the links between the organization's policy and operational concerns. The main objectives of research is IMF staff understanding of policy and operational issues relevant to the institution, and to improve the analytical quality of the work prepared for management and the Executive Board and the advice provided to member countries. The scope of research in the IMF is defined by the purposes and functions of the institution. In order to foster innovation and ensure quality control, the IMF makes much of its research available outside the institution and encourages staff to interact with academia and other research organizations through conferences, seminars, and occasional joint research projects. The visiting scholar’s program has also enhanced the quality of research done in the IMF. This program brings in leading members of the economics profession from around the world to assist in the preparation of papers for the Executive Board and to conduct research on IMF-related issues.

BOOK EXCERPT:
The first edition of this book was published in 1994, as the future of monetary unification in Europe was very much in doubt. With Economic and Monetary Union now in place, it is appropriate to bring the scholarship on the topic up to date for the students of international political economics. To this effect, essayists Jeffry Frieden, Geoffrey Garrett, Lisa L. Martin, Benjamin J. Cohen revised four of the original chapters to reflect new conditions. Editors, Barry Eichengreen and Frieden completely rewrote the introductory essay. Three new chapters by Matthew Gabel, Charles Engel, and Paul De Grauwe et al cover public support for EMU, local currency pricing, and whether Europe is now better off? The updated volume's purpose remains that of bringing the latest in scholarship in Economics and Political Science to bear on the European monetary integration

BOOK EXCERPT:
by Viktor A. Yushchenko, Prime Minister of Ukraine The intensification of the integration processes on our continent entirely coincides with the national interests of Ukraine, a country which is undoubtedly European both geographically and politically. What kind of Europe do we now have, and what should it be in the future? What should the role of Ukrainian society be in the economic, social, and cultural integration of the countries on the European continent? These questions are the subject of research and scientific analysis by the well-known economists whose work is contained in this book. Let there be no doubt, the strategic goal of Ukraine's foreign policy is the active participation of our country in the European integration process. Thus, the move toward co-operation and gradual integration with the European Union was defined as one of the main priorities of the Ukrainian Government's programme "Reforms for Well-being", which is based on President Leonid Kuchma's speech "Ukraine: Steps into XXI century" and was approved by the Ukrainian Parliament. This move is not a hasty response to a new trend, but rather a pragmatic decision since the EU will define the face of Europe for the next century.

BOOK EXCERPT:
This clearly written textbook provides a comprehensive exploration of the formation of an economic and monetary union among twelve of Europe's leading countries, the most exciting experiment in modern political economics. Erik Jones charts the embattled history of this extraordinary project, explains the reasons it developed, and assesses how the controversies surrounding it may evolve in the future. Can a single monetary policy satisfy the needs of twelve very different countries? Does the establishment of a European central bank herald the emergence of a new, more federal European Union? Will Europe's new single currency, the euro, come to rival the dollar for world leadership? Or will the euro collapse as conflicts between participating countries work to tear the European economic and monetary union apart? The Politics of Economic and Monetary Union offers surprising answers to these questions. By focusing attention on who wins and who loses from the creation of the euro, Erik Jones argues that the diversity of participating countries is a strength rather than a weakness, that Europe's single currency helps to maintain such diversity rather that to eliminate it, and that while the euro may never rival the dollar it is nevertheless unlikely to fall apart.
