In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-H�¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

As a conflict ends and the parties begin working towards a durable peace, practitioners and peacebuilders are faced with the thrilling possibilities and challenges of building new or reformed political, security, judicial, social, and economic structures. This Handbook analyzes these elements of post-conflict state building through the lens of international law, which provides a framework through which the authors contextualize and examine the many facets of state building in relation to the legal norms, processes, and procedures that guide such efforts across the globe. This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

The need for security sector transformation (SST) is prominent in the work of scholars, policy makers and practitioners that focus on the security sector and its governance in Africa. At the heart of this approach is the requirement for comprehensive change in the orientation, values, principles and practices that shape the provision, management and oversight of security on the African continent. The evident obstacles to achieving such far-reaching goals mean that it is particularly important to identify the practical utility of the SST concept in supporting positive behaviour change within different African settings. It is also necessary to clarify the relationship between the concept of security sector transformation and the evolving security sector reform (SSR) discourse. This volume seeks to provide such additional clarity to SST and its relationship to SSR. It includes contributions from a range of acknowledged experts analysing dynamics of security sector transformation at the domestic level as well as 'beyond the state'. The resulting insights are intended to help elaborate an understanding of the challenges to and opportunities for the realisation of an operational security sector transformation agenda in Africa.

This volume analyses the role of civil society in the reform and oversight of the security sector in post- communist countries as a key aspect of the transition towards democracy. It is widely accepted that civil society actors have an important contribution to make in the governance of the security sector. However, that specific role has not been subject to much close or comparative examination. This book constitutes an attempt to examine and compare experiences of civil society participation in security oversight across Central and Eastern Europe. The first part of the volume presents the reader with the theoretical and conceptual background against which the potential role of civil society in security sector governance can be understood and assessed. The remainder of the book is comprised of nine country studies of civil society engagement with the security sector. Reviewing developments over the past 15 years of regime transformation in the region, the book draws upon a rich variety of cases that cast light on the different experiences, challenges, and successes of civil society actors and the media in democratisation, security sector reform, and the exercise of democratic oversight of the security sector.

State Building Post-conflict related efforts by the international community towards state (re)building and reconstruction of society and economy have become a more or less regular feature of international affairs since the early 1990s. It seems that the demand for such international efforts is rather rising than diminishing. All have in common that the establishment of sound state structures and liveable economies in a given state are considered by a sizeable and powerful group of states as something that is furthering international peace and stability. The purpose of this book is to address the strategic and policy dimensions of these international state building and reconstruction efforts. The chapters take up issues relating to the economic, security-related and institutional aspects. The authors strike a balance and attempt to formulate recommendations.

Security Force Assistance becomes more and more important not only in the post-conflict reconstruction process, but also in a more general way in the foreign policy of the United States. Looking into the experience of both Iraq and Lebanon, this monograph offers useful insights for future military assistance programs and reconstruction efforts. Previously published as a special issue of Ethnopolitics, this volume analyzes various dimensions of the internationalized state-building process in Bosnia and Herzegovina since 1995. In December 1995, the Dayton Agreements ended the war in Bosnia and Herzegovina and established a fragile peace between the former conflict parties. The settlement seemed morally wrong and politically impracticable, but still necessary in order to end violence of a scale and intensity not seen in Europe since the end of the Second World War. The leading contributors conclude that internationalized state-building can only serve well in the stabilization of states emerging from conflict if it draws on a well-balanced approach of consociational techniques, moderated by integrative policies, tempered by a wider regional outlook and sustained by resourceful and skilled international involvement. The experience of Bosnia and Herzegovina may not have scored full marks in all of these categories, but important lessons can be gleaned for other similar contemporary and future challenges that the international community no doubt will have to face. This book will be of interest to students and scholars of international organizations, civil wars and ethnic conflicts, international law and peace studies.
