BOOK EXCERPT:
Child protection is one of the most high profile and challenging areas of social work, as well as one where children’s lives and family life are seen to be at stake. Vital as child protection work is, this book argues that there is a pressing need for change in the understanding and consequent organization of child protection in many English speaking nations. Grounded in the recent and contemporary literature, research and scholarly inquiry, this book capitalises on the experiences and voices of children, young people, families and workers who are the most significant stakeholders in child protection. It will be an essential read for those who work, research, teach or study in the area.

BOOK EXCERPT:
This book provides new and empirically grounded research-based knowledge and insights into the current transformation of the Russian child welfare system. It focuses on the major shift in Russia’s child welfare policy: deinstitutionalisation of the system of children’s homes inherited from the Soviet era and an increase in fostering and adoption. Divided into four sections, this book details both the changing role and function of residential institutions within the Russian child welfare system and the rapidly developing form of alternative care in foster families, as well as work undertaken with birth families. By analysing the consequences of deinstitutionalisation and its effects on children and young people as well as their foster and birth parents, it provides a model for understanding this process across the whole of the post-Soviet space. It will be of interest to academics and students of social work, sociology, child welfare, social policy, political science, and Russian and East European politics more generally.

BOOK EXCERPT:
In their day-to-day practice, social work and human services practitioners frequently find themselves in confusing ethical quandaries, trying to balance the numerous competing interests of protecting children from harm and promoting family and community capacity. This book explores the ethical issues surrounding child protection interventions and offers a process-oriented approach to ethical practice and decision making in child protection and family welfare practice. Its aim is to prepare students and early-career professionals for roles in the complex and challenging work of child protection and family support. Beginning with a critical analysis and appreciation of the diverse organisational and cultural contexts of contemporary child protection and ethical decision-making frameworks, the authors outline a practical ‘real-world’ model for reshaping frontline ethical practice. Moving away from a focus on the child apart from the family, the authors recognise that child safeguarding affects the lives, not just of children, but also of parents, grandparents and communities. Working Ethically in Child Protection eschews dominant rational-technical models for relational ones that are value centred and focus on family well-being as a whole. Rather than a single focus on assessing risk and diagnosing deficit, this book recognises that our child protection systems bear down disproportionately on those from disadvantaged and marginalised communities and argues that what is needed is real support and practical assistance for poor and vulnerable parents and children. It uses real-world case examples to illustrate the relevant ethical and practice principles, and ways in which students and practitioners can practise ethically when dealing with complex, multi-faceted issues.

Child protection is one of the most high profile and challenging areas of social work, as well as one where children’s lives and family life are seen to be at stake. Vital as child protection work is, this book argues that there is a pressing need for change in the understanding and consequent organization of child protection in many English speaking countries. The authors present compelling evidence from around the globe demonstrating that systems across the Western world are failing children, families and social workers. They then set out a radical plan for reform: Providing an overview of contemporary child protection policies and practices across the English speaking world Presenting a clear and innovative theoretical framework for understanding the problems in the child protection system Developing an alternative, ethical framework which locates child protection in the broader context of effective and comprehensive support for children, young people and families at the neighbourhood and community levels Grounded in the recent and contemporary literature, research and scholarly inquiry, this book capitalises on the experiences and voices of children, young people, families and workers who are the most significant stakeholders in child protection. BOOK EXCERPT:
The child welfare system is broken, and no one seems to know how to fix it. Except for the increasing number of scandals in the news, the public knows little about the system, which is hidden from public scrutiny, allegedly to protect children. Meanwhile, the number of children being propelled into the welfare system is increasing at an alarming rate, and more than 25 state child welfare systems are being sued in federal court for abusive and neglectful practices. A careful examination of the child welfare system is long overdue. This book explores the sources of the problems in the system, places those problems in their historical, legal, and policy perspectives, and explores the implications of policies for state and national levels. The book opens with an overview of the child welfare system and the problems inherent in it. Schwartz and Fishman then analyze attempts to mend the system and review the Adoption Assistance and Child Welfare Act—the foundation for contemporary child welfare policy. The following chapters look at the practice of adoption, the potential movement between child welfare and delinquency, and the problems of residential care. The book concludes with the implications of child welfare policy for the state and national levels and recommends ways to reform the system.
