Reforming Democracy

eBook Download

BOOK EXCERPT:

When, why, and how are democratic institutions reformed? This is the broad question guiding this research, rooted in a context of crises of representative democracy. Core democratic rules can be understood as the formal political rules regulating the direct relationship between elites within the political system, parties, and citizens. They are therefore the cornerstone of the functioning of any political system. This book deals with the context, the motives, and the mechanisms explaining the incidence of institutional engineering in consolidated European democracies between 1990 and 2015. It is centred on the choice of political elites to use - or not to use - institutional engineering as a response to the challenges they face. This study provides both a better empirical understanding of the world of democratic reforms in consolidated democracies, thanks to a new data-set covering six dimensions of reform in 18 European countries. Secondly, the book provides evidence about the link between the lack of political support and democratic reforms, and the role of electoral shifts in fostering reforms. Thirdly, this research shows that the final outcome of a given reform depends on the type of reform at stake and on the process used during the phase of discussion of the reform, though case studies in Ireland, France and Italy. Ultimately, the book demonstrates that contrary to what has been commonly assumed, reforms of the core democratic rules are frequent and constitute in most cases an answer of challenged political elites to the erosion of political support and electoral change. Comparative Politics is a series for researchers, teachers, and students of political science that deals with contemporary government and politics. Global in scope, books in the series are characterised by a stress on comparative analysis and strong methodological rigour. The series is published in association with the European Consortium for Political Research. For more information visit: www.ecprnet.eu. Rethinking American Electoral Democracy

eBook Download

BOOK EXCERPT:

Is the cure for the ills of democracy more democracy? Is it possible to have too much democracy in a well-functioning government? What should a model electoral democracy look like? In this critical examination of the state of American electoral process, Matthew Streb analyzes the major debates that embroil scholars and reformers on subjects ranging from the number of elections we hold and the use of nonpartisan elections, to the presidential nominating process and campaign finance laws. Ultimately, Streb makes an argument for a less burdensome democracy, a democracy in which citizens can participate more easily. This book is designed to get students of elections and American political institutions to think critically about what it means to be democratic and how democratic the United States really is. Part of the Controversies in Electoral Democracy and Representation series, edited by Matthew J. Streb. Matthew J. Streb is Assistant Professor of Political Science at Northern Illinois University. He is the author The New Electoral Politics of Race, and the editor or co-editor of five other books including Running for Judge.

Promise And Challenge Of Party Primary Elections

eBook Download

BOOK EXCERPT:

While primary elections are most often associated with presidential candidates in the United States, similar methods for selecting party leaders and candidates are becoming increasingly common in parliamentary democracies around the world. The Promise and Challenge of Party Primary Elections introduces the first comprehensive examination of both the concept and the practice of primary elections outside of the United States. By offering a clear definition of primary elections and examples of their types, the authors deliver the tools needed for comparative analysis within and across diverse party systems. Focusing their attention on Canada and Israel - two early adopters of primary elections - the authors unveil the most pressing challenges of conducting internal elections, including questions of financing, monitoring and oversight, and the recruitment of new party members. At the same time, the book highlights the democratic benefits of primaries through direct and widespread participation in internal party decision making. Drawing upon the experience of parties with a long history of primary elections, The Promise and Challenge of Party Primary Elections offers valuable lessons and insights for parties around the world in search of more open and inclusive democratic practices.
