This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

The Handbook of Energy Policy is a unique and novel reference for addressing the policy implications of energy demand and supply from their economic, political, social, planning, and environmental aspects. The Handbook of Energy Policy provides several studies from the global, regional, national, or local perspectives that are of wider policy significance. Studies provided in this book are of interest to the international organizations, governments, public and private sector entities, local communities, universities, research institutions, and other non-governmental organizations. With energy demand in Asia and the Pacific forecast to increase by 60 per cent from 2010 to 2035, access to reliable and adequate energy services will remain a focus for decades to come. Countries in the region need to maximize their potential, improve energy access, increase shares of renewable energy, promote energy efficiency and strengthen cooperation on energy security and connectivity. The 2016 Report supports the implementation of the SDG7 and consists of two parts. Part I (Chapter 2) provides an overview of the implementation of areas of action. Part II (Chapters 3, 4, 5 and 6) discusses emerging energy issues in the global market and Asia-Pacific region.

SDG7 visualizes a world in which energy is universally accessible, efficient and renewable in order to create sustainable, inclusive and resilient communities. This book explores the implementation challenges of SDG7, offers potential solutions, and maps out a way in which global energy systems might be transformed.

Commissioned by the Intergovernmental Meeting (IGM) of the Asia-Pacific Network for Global Change Research (APN), this book offers a detailed survey of the current status of climate change and climate variability in the Asia-Pacific region, a thorough and thoughtful assessment of climate and security and clear recommendations on the best paths of climate research in the future.

After twenty-five years of independence, there is little doubt that the five Central Asian states will persist as sovereign, independent states. They increasingly differ from each other, and are making their way in global politics. No longer connected only to Russia, they are now connected in important ways to Afghanistan, South Asia, China, Iran, and each other. This volume covers a wide range of issues and presents the work of emerging scholars authors well-known for their expertise in the region. The first part addresses social issues. Covering a wide range from HIV/AIDs to social media, the rebirth of Islam, outmigration, and problematic borders, this section follows two main currents: political development in the region and states’ responses to transboundary challenges. The second part, addressing economics and security, provides analyses of new infrastructure, informal economies (from bazaars to criminal networks), energy development, the role of enclaves in the Ferghana Valley, and the development of the states’ military structures. This section illuminates the interactions between economic developments and security, and the forces that could undermine both. The final part, comprised of five case studies, offers a “deeper dive” into a specific factor that matters in the development of each Central Asian state. These cases include Kazakhstan’s foreign policy identity, Kyrgyzstan’s domestic politics, Tajikistan’s pursuit of hydropower, foreign direct investment in Turkmenistan, and the perception of everyday corruption in Uzbekistan.
