This report analyses the main economic developments and achievements in the Western Balkan countries, and lays out the key macroeconomic policy challenges for the future.

The key policy challenges facing countries in Central, Eastern, and Southeastern Europe remain broadly unchanged, among them supporting domestic demand, addressing financial crisis legacies, rebuilding buffers against external shocks, and improving the business environment. Country-specific priorities depend on how far along they are in the postcrisis adjustment and their exposure to external risks.

Zusammenfassung: This book takes stock of and analyses the direct and indirect effects of the war in Ukraine, the policy response to the shock across countries, as well as the potential medium-term economic and social implications and policy challenges. The last decade most Central and Eastern European (CEE) economies have been on a convergence path towards the EU average according to the main economic indicators. In 2022, however, the terrible war in Ukraine had major spillovers to the rest of the world, with the CEE economies being among the most exposed. The millions of refugees, the disruptions to energy supply, trade and supply chains, the surge in inflation, the tightening of global financial conditions, and elevated uncertainty created a radically new economic and social environment in these countries. The volume covers the economic effects of these challenges, the policy options available, and also those related to the eventual reconstruction of Ukraine, including the potential role of the CEE countries. Based on data and evidence-supported policy analysis, each chapter studies the impact of the shock on a particular area of the economy and makes general and country-specific policy recommendations. This makes this book a must-read for students, scholars, and researchers of economics and neighboring disciplines, as well as policy-makers interested in a better understading of the direct and indirect effects of the war in Ukraine on the CEE countries. The current report finds that, despite an improvement in economic prospects in some key advanced economies, new challenges to global financial stability have arisen. The global financial system is being buffeted by a series of changes, including lower oil prices and, in some cases, diverging growth patterns and monetary policies. Expectations for rising U.S. policy rates sparked a significant appreciation of the U.S. dollar, while long term bond yields in many advanced economies have decreased—and have turned negative for almost a third of euro area sovereign bonds—on disinflation concerns and the prospect of continued monetary accommodation. Emerging markets are caught in these global cross currents, with some oil exporters and other facing new stability challenges, while others have gained more policy space as a result of lower fuel prices and reduced inflationary pressures. The report also examines changes in international banking since the global financial crisis and finds that these changes are likely to promote more stable bank lending in host countries. Finally, the report finds that the asset management industry needs to strengthen its oversight framework to address financial stability risks from incentive problems between end-investors and portfolio managers and the risk of runs due to liquidity mismatches.

In order to maintain the strong progress achieved since 2000 and meet Africa's longer-term challenges, it is important for both African governments and their international partners to meet their development commitments and to monitor and evaluate their results.

This book examines European countries’ engagement in promoting regional integration in the East African Community (EAC). In addition to their usage of the European Union (EU), states employ other bilateral initiatives to channel their regional aid to the EAC. The book explores differing national interests and the decisions to engage with the EAC, both multilaterally via the EU and through their other bilateral channels. In addition to analysing states’ interests, the book goes further, to examine how lack of coordination of those European initiatives creates various challenges in the EAC. It is shown how EAC bureaucrats have to engage separately with the EU and its member states in their different channels, thus experiencing challenges in different stages of their aid project cycles, for instance in the identification, implementation and reporting phases. This book will be an excellent resource for researchers and practitioners focusing on the topics of European promotion of regional integration, development aid, African and European regional integration processes, as well as foreign policy analysis.

In recent years, the United Kingdom has become a more and more divided society with inequality between the regions as marked as it has ever been. In a landmark analysis of the current state of Britain’s regional development, Philip McCann utilises current statistics, examines historical trends and makes pertinent international comparisons to assess the state of the nation. The UK Regional–National Economic Problem brings attention to the highly centralised, top down governance structure that the UK deploys, and demonstrates that it is less than ideally placed to rectify these inequalities. The ‘North-South’ divide in the UK has never been greater and the rising inequalities are evident in almost all aspects of the economy including productivity, incomes, employment status and wealth. Whilst the traditional economic dominance of London and its hinterland has continued along with relative resilience in the South West of England and Scotland, in contrast the Midlands, the North of England, Northern Ireland and Wales lag behind by most measures of prosperity. This inequality is greatly limiting national economic performance and the fact that Britain has a below average standard of living by European and OECD terms has been ignored. The UK’s economic and governance inequality is unlikely to be fundamentally rebalanced by the current governance and connectivity trends, although this definitive study suggests that some areas of improvement are possible if they are well implemented. This pivotal analysis is essential reading for postgraduate students in economics and urban studies as well as researchers and policy makers in local and central government.

Volume 7 of the EYIEL focusses on critical perspectives of international economic law. Recent protests against free trade agreements such as the Transatlantic Trade and Investment Partnership (TTIP) remind us that international economic law has always been a politically and legally contested field. This volume collects critical contributions on trade, investment, financial and other subfields of international economic law from scholars who have shaped this debate for many years. The critical contributions to this volume are challenged and sometimes rejected by commentators who have been invited to be “critical with the critics”. The result is a unique collection of critical essays accompanied by alternative and competing views on some of the most fundamental topics of international economic law. In its section on regional developments, EYIEL 7 addresses recent megaregional and plurilateral trade and investment agreements and negotiations.
