This topical volume deals with the major challenges of migration in the Global South and their governance, which are traditionally much less considered than migration to industrialized countries and its consequences. It is written in view of the intergovernmental agreement of the Global Compact for Safe, Orderly and Regular Migration, negotiated under the auspices of the United Nations in 2016, and one of the major recent events in international migration governance. Written by authors with a sound academic background and professional involvement in policy relevant research, this volume focuses on priorities in implementation of the Global Compact in the Global South. It is addressed to a broad readership interested or involved in international migration governance, development studies, and regional studies, from a research as well as a policy perspective.

In this book, a team of international contributors examine the often-overlooked complex governance of this migration corridor. This open access handbook examines the phenomenon of South-South migration and its relationship to inequality in the Global South, where at least a third of all international migration takes place. This volume analyses South American regional and international cooperation during the COVID19 crisis started in 2020. Across thirteen chapters a collection of leading experts address how regional collaboration has developed, evolved, and recoiled. The chapters explore the state of regionalism at the pandemic surge and the challenges and opportunities this situation has opened for regional and international cooperation. Authors analyze the role of extra-regional powers and traditional regional leaders during the pandemic, identifying the extent to which regional cooperation has been possible across several policy agendas. They argue that fragmented visions of regionalism, ideological polarization, and weak leadership, has prevailed from before the pandemic which, accompanied by adverse interactions among major powers, has ensured that cooperation has remained bilateral rather than regional. This book analyses the dynamics of regional migration governance and accounts for why, how and with what effects states cooperate with each other in diverse forms of regional grouping on aspects of international migration, displacement and mobility. The book develops a framework for analysis of comparative regional migration governance to support a distinct and truly global approach accounting for developments in Africa, Asia-Pacific, Central Asia, Europe, the Middle East, North America and South America and the many and varying forms that regional arrangements can take in these regions.

A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.
