Migrants have long faced unwarranted constraints to sending money to family members and relatives in their home countries, among them costly fees and commissions, inconvenient formal banking hours, and inefficient domestic banking services that delay final payment to the beneficiaries. Yet such remittances are perhaps the largest source of external finance in developing countries. Officially recorded remittance flows to developing countries exceeded US$125 billion in 2004, making them the second largest source of development finance after foreign direct investment. This book demonstrates that governments in developing countries increasingly recognize the importance of remittance flows and are quickly addressing these constraints.

This book comprehensively explores the messy and contested relationship between everyday practices of remittance sending and receiving, processes of market making, and operations of micro- and global finance. Remittances and Financial Inclusion critically investigates a global migration-development agenda that aims to harness remittances for development by incorporating remittance flows and households into global financial circuits. The book develops a multidisciplinary perspective and combines insights from economic, development, and financial geography as well as international political economy and economic anthropology. It sets out a geographies of remittance marketisation approach to investigate the intricate and grounded ways in which remittance markets are constructed, the extent to which remittance flows and households can be (re)configured and incorporated into global finance, and why such processes are always fragile, contested, and in need of constant renegotiation. Drawing on extensive fieldwork research, the book provides an in-depth critical interrogation of the policies and initiatives that underpin remittance marketisation in Senegal, Ghana, and beyond. Given the large size of aggregate remittance flows (billions of dollars annually), they should be expected to have significant macroeconomic effects on the economies that receive them. This paper directly addresses the two main issues of interest to policymakers with regard to remittances--how to manage their macroeconomic effects, and how to harness their development potential--by reporting the results of the first global study of the comprehensive macroeconomic effects of remittances on recipient economies. In broad terms, the findings of this paper tend to confirm the main benefit cited in the microeconomic literature: remittances improve households' welfare by lifting families out of poverty and insuring them against income shocks. The findings also yield a number of important caveats and policy considerations, however, that have largely been overlooked. The main challenge for policymakers in countries that receive significant flows of remittances is to design policies that promote remittances and increase their benefits while mitigating adverse side effects. Getting these policy prescriptions correct early on is imperative. Globalization and the aging of developed economy populations will ensure that demand for migrant workers remains robust for years to come. Hence, the volume of remittances likely will continue to grow, and with it, the challenge of unlocking the maximum societal benefit from these transfers.

Using data on the distribution of migrants from Africa, GDP growth forecasts for host countries, and after estimating remittance multipliers in recipient countries, this paper estimates the impact of the global economic crisis on African GDP via the remittance channel during 2009-2010. It forecasts remittance declines into African countries of between 3 and 14 percentage points, with migrants to Europe hardest hit while migrants within Africa relatively unaffected by the crisis. The estimated impact on GDP for relatively remittance-dependent countries is 2 percent for 2009, but will likely be short-lived, as host country income is projected to rise in 2010.

According to a recent World Bank study of remittances, Bangladesh, India, Pakistan and Sri Lanka are all among the top 20 receivers of remittances, with estimated receipts of US$3.2 billion, US$8.4 billion and U.S$ 1.5 billion respectively. 'Migrant Labor Remittances in South Asia' identifies and discusses the key issues affecting the remittance industry in South Asia. It examines the development and implementation of policies, processes, and infrastructure to foster a development-oriented transfer of financial resources between migrants in developed economies and their families in the region. Rather than duplicate previous remittances work, this title only focuses on the region?s distinguishing characteristics, namely: --A large migrant population of semi-skilled and unskilled workers largely concentrated in the Arabian Gulf countries, particularly Saudi Arabia and the United Arab Emirates. --The presence of dedicated public institutions and government financial incentives aimed at facilitating and providing incentives for temporary migration and remittance inflows --The existence of large state bank branch networks with immense potential for a more effective and efficient remittance financial market. --The widespread usage of trade related informal remittance channels by both legal and illegal migrants. The book is intended for policymakers who legislate and regulate the financial sector, as well as for researchers and providers of remittance services.

The paper investigates the determinants and the macroeconomic role of remittances in sub-Saharan Africa, assembling the most comprehensive dataset available so far on remittances in the region and incorporating data on the diaspora. It finds that remittances are larger for countries with a larger diaspora or when the diaspora is located in wealthier countries, and that they behave countercyclically, consistent with a role as a shock absorber. Although the effect of remittances in growth regressions is negative, countries with well functioning domestic institutions seem nevertheless to be better at unlocking the potential for remittances to contribute to faster economic growth.

Migration and Remittances from Mexico: Trends, Impacts, and New Challenges, edited by Alfredo Cuecuecha and Carla Pederzini, compiles twelve articles on the migration phenomenon from Mexico and other Latin American countries to the United States. The first part of the book provides an overview of three recent surveys, all carried out in Mexico. The surveys consider international migration flows from Mexico to the United States, the characteristics of migrants, and some of the causes and effects of migration in Mexico both for national and rural samples. The next section of the book analyzes the factors that explain the relationship between internal migration and human development. Then, the authors look at different issues of migration from Mexico and Latin American countries to the United States. The topics include female educational selection in migrants from Mexico to the United States, the impact of differences in the U.S.-Mexico labor market outcomes on the migratory flow, the working conditions of Mexican migrants to the United States under H2 visas, and the breadth and depth of migrants' connections from Latin American countries to the United States. The fourth and final section of the book studies a variety of aspects related to remittances from United States to Mexico and Latin American countries, including whether remittances promote growth in Mexico, whether remittances sent to Mexico finance migration of more Mexicans to the United States, and whether remittances have positive impacts in the households that receive them. The contributors to Migration and Remittances from Mexico are specialized migration researchers, trained in a broad variety of fields, including economics, sociology, demography, and political science in both Mexico and the United States. This range of backgrounds provides an essential multidisciplinary perspective from both sides of the border.

Remittances - money sent home by immigrant workers abroad - are hugely beneficial to Sri Lanka. Migrants' remittances have grown dramatically in recent years and are now estimated at US$1.5 billion annually. This national phenomenon is consistent with remittance trends in neighboring countries where remittance flows are growing as rapidly. The trend is likely to continue as many workers continue to look abroad for the chance to make a better living. The economic policy implications of these trends are significant. The Sri Lankan Central Bank is now debating the following key issues: the developmental impact of remittances; the high transaction costs associated with remittances; and the level of transparency and accountability in the remittance industry, especially the informal remittance sector. This paper highlights the key policy issues associated with each of these aspects of remittances with the objective of improving the public and private infrastructure for current and future flows. Building on recent World Bank research on remittances that prominently features South Asia, it has been prepared in recognition of the development potential of these flows. It discusses some of the key issues relating to the remittance industry in Sri Lanka. This paper complements the existing literature on migrant labor remittances to Sri Lanka and extends that literature by providing specific policy-relevant guidance on short and long-term policies for enhance enhancing the quality and outreach of rural remittance infrastructure.
