This book discusses the growing media engagement between China and Africa from the point of view of both these regions. The rapid increase in Sino-African contact has led to many controversies and debates in the media, often represented in simplistic terms and stereotypes that call for more in-depth scholarly analysis. Not only have the relationship between Africa and China made headlines in the media, but the media itself has also become increasingly central in the exchanges of capital and human resources between these two regions. The media has also become the terrain where China’s new foreign policy takes shape in the form of ‘soft power’. This volume brings together authors from Africa, China, the US, UK and Europe to provide analysis, comment and empirical evidence to deepen our understanding of how the geopolitical shift towards the emerging regions of China and Africa are playing out on media terrain. The implications for transnational flows of media capital and content on journalistic approaches, press freedom and normative frameworks are discussed, as well as how African journalists have responded to these changes. The result is a collection of perspectives that refuses simplistic conclusions about what the growing engagement between China and Africa might mean, but presents a range of arguments informed by scholarly research. This book examines Sino-African relations and their impact on Africa. It argues that Africa’s relationship with China has had a profound impact on key sectors in Africa—economic and political development, the media, infrastructural development, foreign direct investments, loans, debt peonage, and international relations. The authors also analyze the imperialist and neo-colonialist implications of this relationship and discuss the degree to which the relationship is beneficial to Africa.

With their phenomenal growth rates, India and China are surging ahead as world economic powers. Due to increasing instability in the Middle East, they have turned to Africa to procure oil to fuel their industrialisation process. Africa’s economy stands to be impacted in various ways due to the increasing interaction with these ‘Asian Giants’. This book analyses the acquisition of oil blocks by Indian and Chinese oil corporations in eleven West African countries. It describes the differences in how India and China mobilise oil externally to meet their respective goals and objectives. The book examines the rate of return on capital, rate of interest on loans and the ease of availability of loans, the difference in the level of technology and ability to acquire technology, project management skills, risk aversion, valuation of the asset and the difference in the economic, political and diplomatic support received by the Chinese and Indian oil companies from their respective governments. It is argued that the difference in the relative economic and political power of India and China accounts for the ability of Chinese oil companies to outbid their Indian competitors and/or be preferred as partners by international oil companies. Containing interviews from Indian and Chinese oil company executives, government officials, industry officials, former diplomats and scholars and academics from India, China and the UK, this book makes a valuable contribution to existing literature on India, China and the oil industry in West Africa. Chinese Media in Africa: Perception, Performance, and Paradox analyzes the debate on Chinese media expansion in Africa and its implication for the African media landscape by engaging with African journalists who train and work in Chinese media organizations based in Africa. Emeka Umejei analyzes how African journalists that enter the sphere of Chinese media, often with libertarian notions of journalism, are able to navigate the collisions and collusions that inform journalism in these settings. Through extensive interviews with African journalists, Umejei explores the constant negotiation of freedoms—including the ability to always work in relation to African reality—within state-controlled media organizations. These interviews bring to light the paradoxical nature of Chinese media organizations that both preach equality with Africa and simultaneously promote Chinese hegemony in the media, highlighting the diverse contours that shape and influence journalism practices in these settings. China and Africa have long shared a history of allegiance and contact points through global political forces from the time of colonialism and the Cold War. With China’s rise as the new superpower, its presence in Africa has expanded, leading to significant economic, geopolitical and cultural shifts. While issues such as trade, aid and development have received much attention, Chinese and African encounters through the lens of the visual arts and material culture is a neglected field. Visualising China in Southern Africa: Biography, Circulation, Transgression is a ground-breaking volume that addresses this deficit through engaging with the work of contemporary African and Chinese artists while analysing broader material production that prefigures the current relationship. The essays are wide-ranging in their analysis of ceramics, photography, painting, etching, sculpture, film, performance, postcards, stamps, installations, political posters, cartoons and architecture. Visualising China in Southern Africa confines its focus to southern Africa, yet even within this region, the context is complex. Ethnicity and nationalism, the lingering influence of Cold War allegiances and colonial configurations all continue to play a role. The various visual cultures discussed in this volume emphasise the commonality of these categories, but also point towards other shared histories that transcend the nation-state category. Examines Chinese engagement with African nations, focusing on (1) Chinese and African objectives in the political and economic spheres and how they work to achieve them, (2) African perceptions of Chinese engagement, (3) how China has adjusted its policies to accommodate African views, and (4) whether the United States and China are competing for influence, access, and resources in Africa and how they might cooperate in the region.

The core argument of this book is that China poses both challenges and creates opportunities for Africa, and that the transformative potentials of China-Africa engagements can be compared to Africa’s experiences with European colonialism. However, it would be patently misleading to claim any equivalence between African experiences of European colonialism with Africa’s engagements with China. Although, China does not replicate the exact colonial model, its actions have all elements of dependent relations, thus underpinning neo-colonialism with Chinese characteristics. Analysing China’s growing economic relations with Africa, this book posits that, Africa’s underdevelopment situation with China does not indicate a significant point of departure from the colonial model of development because China’s actions in Africa, although not exactly colonial, have all possibilities of Neocolonialist model with Chinese characteristics. As such the author argues that China’s increasing trade, FDI inflow and influence on the economic growth and development in Africa will result in a long-term negative impact in development outcomes and capacity building, governance practice, democratic transition and human rights for future self-reliance and sustainable development.

Chinese generally look condescendingly on the humanity of black Africans, but over the past decades there have been a huge influx of Chinese on the African continent. What is driving the Chinese to the African continent? Are the Chinese in Africa to help Africa develop in their so-called win-win, or south-southdevelopment method? Or are the Chinese in Africa to exploit the huge super abundant raw materials and mineral resources to fuel their expanding industries?It is true that the Chinese are currently building monumental stadiums, presidential palaces, conference halls,but as much as Africans are grateful for these they do not represent economic progress for Africa. What we see though is Chinese offering huge loans to African nations in return for their raw materials. Ironically, most of the loans end up in the hands of Chinese contractors undertaking the construction projects, Chinese labor working in the projects, and Chinese materials and products used in the projects. In the end African governments are left holding the bag of huge repayments back to China. Moreover, some, if not, many of the infrastructure are often shoddy as the case of Angolan hospital, and many roads in Africa have demonstrated. Additionally, Chinese also support African dictators like Mugabe of Zimbabwe, Omar Bashir of Sudan, Santos of Angola and many others with deadly weaponry to oppress African citizens. Finally, the Beijing Consensus though has helped lift many Chinese out of poverty cannot be replicated in Africa, because of its authoritarian nature.

This book examines China’s political, economic, and diplomatic engagement in Africa. The rapid increase of China’s economic and political involvement in Africa is the most momentous development on the continent of Africa since the beginning of the twenty-first century. China is now Africa’s largest trading partner and the largest infrastructure financier. Additionally, it is the fastest growing economy and source of foreign direct investment. This monograph seeks to understand the dynamics of the escalating Chinese investments in African economies and the political implications of this development for Africa. This work will interest scholars, students, academics, and policy makers on the fields of Chinese and African politics, development studies, and international political economy.

The China-Africa relationship has so far largely been depicted as one in which the Chinese state and Chinese entrepreneurs control the agenda, with Africans and their governments as passive actors exercising little or no agency. This volume examines the African side of the relation, to show how African state and non-state actors increasingly influence the China-Africa partnership and, in so doing, begin to shape their economic and political futures.
