Luke-Acts contains a wealth of material that is relevant to politics, and the relationship between Jesus and his followers and the Roman Empire becomes an issue at a number of points. The author's fundamental attitude toward Rome is hard to discern, however. The complexity of Luke's task as both a creative writer and a mediator of received tradition, and perhaps as well the author's own ambivalence, have left conflicting evidence in the narrative. Scholarly treatments of the issue have tended to survey in a relatively short scope a great amount of material with different degrees of relevance to the question and representing different proportions of authorial contribution and traditional material. This book attempts to make a contribution to the discussion by narrowing the focus to Luke's depiction of the Roman provincial governors in his narrative, interpreted in terms of his Greco-Roman literary context. Luke's portraits of Roman governors can be seen to invoke expectations and concerns that were common in the literary context. By these standards Luke's portrait of these Roman authority figures is relatively critical, and demonstrates his preoccupation with Rome's judgment of the Christians more than a desire to commend Roman rule.

J. Andrew Cowan challenges the popular theory that Luke sought to boost the cultural status of the early Christian movement by emphasising its Jewish roots – associating the new church with an ancient and therefore respected heritage. Cowan instead argues that Luke draws upon the traditions of the Old Testament and its supporting texts as a reassurance to Christians, promising that Jesus' life, his works and the church that follow legitimately provide fulfilment of God's salvific plan. Cowan's argument compares Luke's writings to two near-contemporaries, Dionysius of Halicarnassus and T. Flavius Josephus, both of whom emphasized the ancient heritage of a people with cultural or political aims in view, exploring how the writings of Luke do not reflect the same cultural values or pursue the same ends. Challenging assumptions on Luke's supposed attempts to assuage political concerns, capitalize on antiquity, and present Christianity as an inner-Jewish sect, Cowan counters with arguments for Luke being critical of over-valuing tradition and defining the Jewish people as resistant to God and His messages. Cowan concludes with the argument that the apostle does not strive for legitimisation of the new church by previous cultural standards, but instead provides theological reassurance to Christians that God's plan has been fulfilled, with implications for broader debate.

The parable of the good Samaritan is well-known, yet scholarship has not plumbed the depths of its meaning within its first-century Palestinian context. For the majority of Christian history, the parable has suffered either from extreme allegorical treatments or from unimaginative readings limiting the parable to a single-point example story of virtue. A creative reading employing social and historical methods generates a refreshing telling of the story, within Jesus's context, whereby each variable, from the Samaritan to the priest and even the innkeeper, takes on representative forms, not only indicative of widespread concerns from Jesus's audience, but also becoming symbols of the eschatological age when the new temple supplants the old.

Hannah M Cotton’s collected papers focus on questions which have fascinated her for over four decades: the concrete relationships between law, language, administration and everyday life in Judaea and Nabataea in particular, and in the Roman world as a whole. Many of the papers, especially those devoted to the Judean Desert documents of the 2nd century CE have been widely cited. Others, having appeared in less accessible publications, may not have received the attention they deserve. On the whole, rather than addressing the grand narratives of world or national history, they look at the texture of life, seeking to provide tentative answers to historical questions and interpretations by paying fine attention to the details of literary and, especially, documentary evidence. Taken together they illuminate fundamental, often legal, questions concerning daily life and the exercise of Roman rule and administration in the early imperial period, and especially, their impact on life as it was lived in the province and the period where Roman and Jewish history fatefully intersected. Provincial governance under the Roman republic has long been notorious for its corrupt officials and greedy tax-farmers, though this is far from being the whole story. This book challenges the traditional picture, contending that leading late republican citizens were more concerned about the problems of their empire than is generally recognized, and took effective steps to address them. Attempts to improve provincial governance over the period 70-50 BC are examined in depth, with a particular focus on the contributions of Gnaeus Pompeius Magnus (Pompey) and the younger Marcus Porcius Cato. These efforts ranged well beyond the sanctions of the extortion law, encompassing show trials and model governors, and drawing on principles of moral philosophy. In 52-50 BC they culminated in a coordinated reform programme which combined far-sighted administrative change with a concerted attempt to transform the ethos of provincial governance: the union of what Cicero called 'Cato's policy' of ethical governance with Pompey's lex de provinciis, a law which transformed the very nature of provincial command. Though more familiar as political opponents, Pompey and Cato were united in their interest in good governance and were capable of working alongside each other to effect positive change. This book demonstrates that it was their eventual collaboration, in the late 50s BC, that produced the republic's most significant programme of provincial reform. In the process, it offers a new perspective on these two key figures as well as an enriched understanding of provincial governance in the late Roman republic.
