In an effort to reduce poverty and improve nutrition, this Bank operation assisted the Indian program Operation Flood to develop the dairy industry in India. This study examines the policy changes instituted to support the aid flow to the dairy sector and discusses the lessons learned and benefits realized through improved dairy production. It also presents suggestions for improvement. This program differs from other Bank efforts in that it focuses on a single commodity to alleviate poverty and raise living standards.

Subnational governments’ capacity to effectively fund and deliver public services are crucial for the realisation of the benefits of decentralisation. However, subnational capacities often suffer from significant weaknesses, ranging from inadequate assignments of own-revenues, through to flaws in tax administration, the design of intergovernmental transfers, spending assignments and various aspects of public financial management.

This book is about how the design of institutional change results in unintended consequences. Many post-authoritarian societies have adopted decentralization—effectively localizing power—as part and parcel of democratization, but also in their efforts to entrench "good governance." Vedi Hadiz shifts the attention to the accompanying tensions and contradictions that define the terms under which the localization of power actually takes place. In the process, he develops a compelling analysis that ties social and institutional change to the outcomes of social conflict in local arenas of power. Using the case of Indonesia, and comparing it with Thailand and the Philippines, Hadiz seeks to understand the seeming puzzle of how local predatory systems of power remain resilient in the face of international and domestic pressures. Decentralisation and Privatisation in Education explores the ambivalent and problematic relationship between the State, privatisation, and decentralisation in education globally. Using a number of diverse paradigms, ranging from critical theory to globalisation, the authors, by focusing on privatisation, marketisation and decentralisation, will attempt to examine critically both the reasons and outcomes of education reforms, policy change and transformation and provide a more informed critique on the Western-driven models of accountability, quality and school effectiveness. We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

The contributors link innovative analytical concepts and ethnographic in-depth case studies from the Arab world. Based on the debates on politics from below and dynamic concepts of state, all the chapters focus on informal institutions, non-elite actors, and the dynamic and contradictory relationship between state and society.

Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. This book presents the changing roles of urban governments and how local governments struggle to gain administrative, fiscal, and political power to combat current urban challenges in Kazakhstan. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments. The book examines the practical experiences of city and regional governments with an emphasis on urban planning, public investment in national projects, and management of urban transport. Due to the complexity and irregular distribution of political reforms at different levels of local government in Kazakhstan, three separate studies are presented, each looking at a specific aspect of decentralization reform and local government function related to physical urban development and distribution of public investment. The author argues that, if the national government of Kazakhstan wants to concentrate economic resources in urban agglomerations, it is not enough to assume that local governments are ready to play the role of efficient planners and managers of urban development. Who Matters at the World Bank explores "who matters" in a 32-year history (1980-2012) of policy change within the World Bank's public sector management and public sector governance agenda, and is anchored within the public administration discipline and its understanding of bureaucracy, bureaucratic politics, and stakeholder influences. In response to constructivist scholars' concerns about politics and the organizational culture of international civil servants within international organizations, Kim Moloney uses stakeholder theory and a bureaucratic politics approach to suggest the normality of politics, policy debate, and policy evolution. The book also highlights how for 21 of those 32 years it was not external stakeholders but the international civil servants of the World Bank who most influenced, led, developed, and institutionalized this sector's agenda. In so doing, the book explains how one sector of the Bank's work rose, against the odds, from being included in just under 3% of approved projects in 1980 to 73% of all projects approved between 1991 and 2012.

For those in developed nations, suddenly being without electricity is a disaster: power cuts have us fretting over the food stored in the freezer, and even a few hours without lights, televisions, or air conditioning is an ordeal. However, for an estimated 1.6 billion people worldwide, the absence of electricity is their daily experience. An untold number of others live with electricity that is erratic and of poor quality. How can electric power be brought into their lives when the centralized utility models that have evolved in developed nations are not an economically viable option? Poor, rural communities in developing nations cannot simply be ‘plugged in’ to a grid. Small-scale Distributed Generation (DG), ranging from individual solar home systems to village level grids run off diesel generators, could provide the answer, and this book compares around 20 DG enterprises and projects in Brazil, Cambodia and China, each of which is considered to be a "business model" for distributed rural electrification. While large, centralized power projects often rely on big subsidies, this study shows that privately run and localized solutions can be both self-sustaining and replicable. Its three sections provide a general introduction to the issue of electrification and rural development, set out the details of the case studies and compare the models involved, and discuss the important thematic issues of equity, access to capital and cost-recovery. Hisham Zerriffi shows that in each case, it is not simply a matter of matching a particular technology to a particular need. Numerous institutional factors come into play including the regulatory regime, access to financial services, and government/utility support or opposition to the DG alternative. Despite this, in many countries, the question is not whether DG has a role to play. Rather it is a question of how it will play a role.
