The Annual World Bank Conference on Development Economics (ABCDE) is one of the world’s best-known series of conferences for the presentation and discussion of new knowledge on development. The conference provides a forum for the world’s leading development thinkers to share new knowledge and ideas. 'Lessons from East Asia and the Global Financial Crisis' was the theme of the ABCDE held in Seoul, Republic of Korea, on June 22–24, 2009. The conference was co-organized by the Government of the Republic of Korea, the Korea Development Institute (KDI), and the World Bank.

This report is a joint effort by the OECD, UN Environment and the World Bank Group, supported by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. It focuses on how governments can move beyond the current incremental approach to climate action.

Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

As we approach a historic tipping point in the global trend toward urbanisation – within two decades urban dwellers will increase from 49% to 60% of the planet’s population – this book identifies and addresses a critical problem: water. The editors show how cities can shift from being water consumers to resource managers, applying urban water management principles to ensure access to water and sanitation infrastructure and services; manage rainwater, wastewater, storm water drainage, and runoff pollution; control waterborne diseases and epidemics; and reduce the risk of such water-related hazards as floods, droughts and landslides. Rethinking Smart Urbanism is an empirical exploration of the multiple ways in which cities and infrastructures are constructed and reconstructed through ICT innovation and appropriation. Drawing on the case of Kenya’s capital, Nairobi, the study explains existing infrastructure constellations through countervailing processes and rationalities in the context of splintered urbanism. In doing so, the study examines the relationship between urban plans and digital infrastructure development, place-based contexts that shape digital infrastructures, and the extent to which these infrastructures facilitate utility companies’ ambitions of extending centralized networks to new territories. It draws on the theoretical and empirical base of urban and infrastructure studies, particularly in the fields of smart urbanism, postcolonial urbanism, and Science and Technology Studies. Methodologically, the study adopts a qualitative research design and presents in-depth case studies that combine ethnographic methods with a thorough investigation of written sources. Ultimately, it is hoped to enhance our understanding of urban and digital possibilities, and add new insights to debates on technology and urbanity in Africa and beyond.

With the deadline for achieving the 2015 Millennium Development Goals (MDGs) less than a decade away, the uneven progress is raising important questions about the ability of the international community to 'scale up' its efforts to finance the goals. Securing adequate financing for development has thus become the most pressing issue of the development agenda.
