This book addresses an important element of public governance, providing a systematic investigation of rewards for working in the public sector, and looks at the impacts of the choices of reward structures. The choices made by governments about how to reward their top employees reveal a great deal about their values and their assumptions about governing. This book examines rewards of high public office in seven Asian political systems, a particularly rich set of cases for exploring the causes and consequences of the rewards of high public office, having some of the most generous and most meagre reward packages in the world. There are a range of economic, political and cultural explanations for the rewards provided by governments. Likewise, these choices are assumed to have a number of consequences, including variations in the levels of corruption and economic success. Reward for High Public Office includes case studies focusing on Australia, China, Hong Kong, Japan, Korea, New Zealand and Singapore. In almost every liberal democratic society, an issue that is a topic of constant and passionate public discussion is how much that country’s ministers, legislators, senior civil servants, and senior judges should be paid. Nor is this surprising; the issue has considerable voyeuristic appeal, particular democratic significance, and important ramifications for the functioning of the public sector as a whole. However, like most political debates, these discussions tend to be messy, fragmented, and full of unverified assertions and spurious appeals to populist sentiment. It is hardly surprising that those discussions rarely succeed in putting the matter to rest. Paying Our High Public Officials examines the political discourse concerning this question in 17 liberal democracies (Canada, the United States, Mexico, Norway, Finland, the Netherlands, the United Kingdom, Ireland, Germany, Austria, Switzerland, France, Poland, Italy, Hong Kong, Singapore, and New Zealand). Based on many hundreds of parliamentary debates, newspaper articles, speeches, as well as reports by think tanks and high commissions of state, the book identifies seven central arguments that occur in all these societies, translates them into the language of analytical philosophy, and then rigorously evaluates them. This approach contributes to a better understanding of this controversy and may result in better-justified and more legitimate conclusions concerning which policy to adopt.

A unique study of public service evolution in the 15 post-soviet countries from independence to date. It reveals the diversity in their transformation shaped by historical and cultural traditions and the soviet legacy they inherited, as well as by the impact of the political will of ruling elites, all of which influenced the socio-economic and governance models these countries adapted. Its value lays with the fact that it is a collaborative outcome of prominent practitioners, who actively participated in the transformation process, and leading scholars representing all 15 post-soviet countries. It is valuable addition to the body of knowledge of public administration, allowing for improved understanding of the complexity and depth of change that has taken place over the past 30 years. Contemporary public administration reflects its historical roots, as well as contemporary ideas about how the public bureaucracy should be organized and function. This book argues that there are administrative traditions that have their roots centuries ago but continue to influence administrative behaviour. Further within Western Europe, North America, and the Antipodes there are four distinctive administrative traditions: Anglo-American, Napoleonic, Germanic, and Scandinavian. These are not the only traditions however, and the book also explores administrative traditions in Central and Eastern Europe, Latin America, Asia, and the Islamic world. In addition, the book contains a discussion of how administrative traditions of the colonial powers influenced contemporary administration in Africa, and how they continue to interact with traditional forms of governance. These discussions of tradition and persistence are also discussed in light of the numerous attempts to reform and change public administration. Some administrative traditions have been more capable than others of resisting attempts at reform, especially those associated with the New Public Management.

Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands. Recent confrontations between constitutional courts and parliamentary majorities in several European countries have attracted international interest in the relationship between the judiciary and the legislature. Some political actors have argued that courts have assumed too much power and politics has been extremely judicialized. This volume accurately and systematically examines the extent to which this aggregation of power may have constrained the dominant political actors’ room for manoeuvre. To explore the diversity and measure the strength of judicial decisions, the contributors to this work have elaborated a methodology to give a more nuanced picture of the practice of constitutional adjudication in Central and Eastern Europe between 1990 and 2020. The work opens with an assessment of the existing literature on empirical analysis of judicial decisions with a special focus on the Central and Eastern European region, and a short summary of the methodology of the project. This is followed by ten country studies and a concluding chapter providing a comprehensive comparative analysis of the results. This collection examines the leadership training of public administration in 19 countries and provides information on where, what, and how the training occurs as well as the up-to-date cultural, political, economic background for each. Factors affecting perceived importance, quality and robustness of top civil servant training are examined.

Recent confrontations between constitutional courts and parliamentary majorities, for example in Poland and Hungary, have attracted international interest in the relationship between the judiciary and the legislature in Central and Eastern European countries. Several political actors have argued that courts have assumed too much power after the democratic transformation process in 1989/1990. These claims are explicitly or implicitly connected to the charge that courts have constrained the room for manoeuvre of the legislatures too heavily and that they have entered the field of politics. Nevertheless, the question to what extent has this aggregation of power constrained the dominant political actors has never been examined accurately and systematically in the literature. The present volume fills this gap by applying an innovative research methodology to quantify the impact and effect of court’s decisions on legislation and legislators, and measure the strength of judicial decisions in six CEE countries.
