Rising States Rising Institutions

BOOK EXCERPT:

A Brookings Institution Press and Centre for International Governance Innovation publication The global order is shifting. Even though no major war has intervened to reshape the architecture of the international order, the global financial crisis has accentuated the emergence of an enlarged global leadership. It is clear that change is afoot. The United States may be hanging on as the world's leading power, as the European Union remains an independent force in global politics, but a host of rising states—including China, India, and Brazil—clamor to be heard and take on bigger roles in world forums. Rising States, Rising Institutions features a panel of distinguished scholars who examine the forces at work: Gregory Chin (York University), Daniel W. Drezner(Tufts University), Thomas Hale (Princeton University), Andrew Hurrell (Oxford University), G. John Ikenberry (Princeton University), John Kirton (University of Toronto), Flynt Leverett (New America Foundation), Steven E. Miller (Harvard University), Andrew Moravcsik (Princeton University), Amrita Narlikar (Cambridge University), and Anne-Marie Slaughter (U.S. State Department). Together they analyze different models of international cooperation, the states that have most actively challenged the existing order, and leading and emergent international institutions such as the G-20, the nascent regime for sovereign wealth funds, the International Atomic Energy Agency, and the entities organized to foster cooperation in the war on terror.

The Rise Of A Regional Institution In Africa

eBook Download

BOOK EXCERPT:

This book focuses on the ECOWAS Commission, both as an autonomous actor, as well as a policy-making nexus for its member states and external actors. Drawing from a variety of never-before analyzed sources, unpublished internal documents and over 120 interviews with staff from the ECOWAS Commission, its member states, and external actors supporting the organization, this book presents a comprehensive portrait of ECOWAS’s institutional capabilities, challenges, and reforms. It utilizes a policy studies approach focusing on the areas of political affairs, peace, and regional security, as well as trade and customs to illustrate concrete cases of policy making. In doing so, the book provides practice-oriented insights into the policy-making agency within the organization, arguing for the significance of the ECOWAS Commission as an actor. This book will be of interest to scholars and students of West Africa and its international relations, comparative regionalism, international organization studies, development studies, policy-making, peace and conflict studies, governance and more broadly to African politics and international relations.

The Rise Of Neoliberalism And Institutional Analysis

eBook Download

BOOK EXCERPT:

The last quarter century has been marked by the ascension of neoliberalism--market deregulation, state decentralization, and reduced political intervention in national economies. Not coincidentally, this period of dramatic institutional change has also seen the emergence of several schools of institutional analysis. Though these schools cut across disciplines, they have remained isolated from and critical of each other. This volume brings together four--rational choice, organizational, historical, and discursive institutionalism--to examine the rise of neoliberalism. In doing so, it makes tremendous methodological strides while substantively enlarging our knowledge about neoliberalism. The book comprises original empirical studies by top scholars from each school of analysis. They examine neoliberalism's rise on three continents and explore changes in macroeconomic policy, labor markets, taxation, banking, and health care. Neoliberalism appears as much more complex, diverse, and contested than is often appreciated. The authors find that there is no convergence toward a common set of neoliberal institutions; that neoliberalism does not incapacitate states; and that neoliberal reform does not necessarily yield greater efficiency than other institutional arrangements. Beyond these important empirical contributions, this book is a methodological milestone in that it compares different schools of institutionalist analysis by seeing how they tackle a common problem. It reveals a second movement within institutionalism--one toward rapprochement and cross-fertilization among paradigms--and explains how this might be furthered with benefits throughout the social sciences. In addition to the editors, the contributors are Sarah L. Babb, Ellen M. Bradburn, Bruce G. Carruthers, Terence C. Halliday, Colin Hay, Edgar Kiser, Peter Kjaer, Jack Knight, Aaron Matthew Laing, David Strang, and Bruce Western.

The System Worked

eBook Download

BOOK EXCERPT:

International institutions, from the International Monetary Fund to the International Olympic Committee, are perceived as bastions of sclerotic mediocrity at best and outright corruption at worst, and this perception is generally not far off the mark. In the wake of the 2008 financial crash, Daniel W. Drezner, like so many others, looked at the smoking ruins of the global economy and wondered why global economic governance structure had failed so spectacularly, and what could be done to reform them in the future. But then a funny thing happened. As he surveyed their actions in the wake of the crash, he realized that the evidence pointed to the exact opposite conclusion: global economic governance had succeeded. In The System Worked, Drezner, a renowned political scientist and international relations expert, contends that despite the massive scale and reverberations of this latest crisis (larger, arguably, than those that precipitated the Great Depression), the global economy has bounced back remarkably well. Examining the major resuscitation efforts by the G-20 IMF, WTO, and other institutions, he shows that, thanks to the efforts of central bankers and other policymakers, the international response was sufficiently coordinated to prevent the crisis from becoming a full-fledged depression. Yet the narrative about the failure of multilateral economic institutions persists, both because the Great Recession affected powerful nations whose governments managed their own economies poorly, and because the most influential policy analysts who write the books and articles on the crisis hail from those nations. Nevertheless, Drezner argues, while it's true that the global economy is still fragile, these institutions survived the "stress test" of the financial crisis, and may have even become more resilient and valuable in the process. Bucking the conventional wisdom about the new "G-Zero World," Drezner rehabilitates the image of the much-maligned international institutions and demolishes some of the most dangerous myths about the financial crisis. The System Worked is a vital contribution to our understanding of an area where the stakes could not be higher.
