This publication summarizes the strengths, challenges, opportunities, and risks characterizing the prospects for integrated water resources management in Indonesia. Integrated water resources management planning is essential for sustainable growth. Indonesia’s rapid economic growth, increasing populations, and trends in developing and urbanizing environments are leading to potential conflicts as more users claim the same water resources. Understanding these conditions may provide decision makers with more insight to optimize the country’s water resources potential using available and state-of-the-art methodologies and tools for river basin planning. The report discusses all aspects of basin planning based on experiences from one of Indonesia’s most complex and strategic river basins.

The report focuses on the establishment of the Red River Basin Organization (RRBO) in Vietnam, but expands its analysis to the wider transformations of the water sector that impinge on the formation and effectiveness of this organization. A few reflections on the policy process are drawn from this analysis, albeit in a tentative form given the relatively limited period of time considered here. The report shows that the promotion of IWRM icons such as RBOs by donors has been quite disconnected from the existing institutional framework. However, the establishment of RBOs might eventually strengthen a better separation of operation and regulation roles. Institutional change is shown to result from the interaction between endogenous processes and external pressures, in ways that are barely predictable.

Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.

Integrated River Basin Governance - Learning from International Experience is designed to help practitioners implement integrated approaches to river basin management (IRBM). It aims to help the coming generation of senior university students learn how to design IRBM and it provides current researchers and the broader water community with a resource on river basin management. Drawing on both past and present river basin and valley scale catchment management examples from around the world, the book develops an integration framework for river basin management. One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

River Basin Management is a collection of papers presented at a conference on implementation of the EU Water Framework Directive, held in Budapest in May 2005. The Water Framework Directive requires progressive protection and enhancement to rivers, lakes, estuaries, coastal waters and wetlands by the year 2015. At the heart of this major new piece of legislation is the requirement for all EU member states to prepare river basin management plans for all river basin catchments, providing the basis for coordinated improvements to water management, leading to better water quality and sustainable aquatic environments in lakes and rivers. The papers cover a wide range of topics including pilot studies for the development of river basin management plans, public participation in the planning process, water quality monitoring, modeling and analysis, identifying and addressing pollution and meeting environmental objectives. The book presents an array of experience from eighteen European countries in the implementation of the EU’s most far reaching environmental legislation. It is an invaluable source of information and ideas for the widespread preparation of river basin management plans now starting throughout Europe.

"The authors describe and analyze river basin management in the Guadalquivir River Basin in Spain. The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way.
