Drawing on contributions from various disciplines, this up to date collection analyses Romania's experiences of the transition from the harsh realities of the Ceausescu dictatorship to the uncertainties of the efforts to consolidate democracy and introduce a market economy. This new book on Science and Technology Management is the result of a 4day Advanced NATO Workshop held in Sinala, Romania and addresses an important subject in today s fast moving world. Technology development, competitively and resulting employment, priorities and budget distribution, globalisation and evaluation processes, government s role and incentives, industrial participation, innovation and SME s international collaboration, scientific and technical aspirations and endeavours are included in its 33 presentations made by scientists, engineers and managers from 18 countries. The cross-fertilisation of ideas from east and west was most fruitful and the problems faced by the Central and Eastern European Countries in their course of transition to market economy are amply discussed. The reader will find useful information on the research and technology development structures of many countries, the methods of implementation and evaluation of research activities, the handling of specialised topics and the ways of maximising economic impact.

These proceedings represent the work of contributors to the 10th European Conference on Innovation and Entrepreneurship (ECIE 2015), hosted this year by The University of Genoa, Italy on the 17-18 September 2015. The Conference Chair is Prof Luca Beltrametti and the Programme Co-chairs are Prof Renata Paola Dameri, Prof. Roberto Garelli and Prof. Marina Resta, all from the University of Genoa. The second day Keynote will be given by Roberto Santoro, President of the European Society of Concurrent Engineering Network (ESoCE Net) on the topic of People Olympics for healthy and active living: A people driven social innovation platform. In addition to the main themes of the conference there are a number of specialist mini tracks on topics including Innovation and strategy, Entrepreneurship education in action, The theory and practice of collaboration in entrepreneurship and Challenges for entrepreneurship and innovation n the 21st Century. With an initial submission of 275 abstracts, after the double blind, peer review process there are 88 Academic research papers, 6 PhD research papers, 1 Masters Research paper, 4 work-in-progress papers and 1 Non-academic paper published in these Conference Proceedings. A risk management approach is important for promoting public integrity efficiently and effectively. This report reviews the current corruption risk management methodology in the Romanian central government through the lens of behavioural science. After introducing the Romanian corruption risk management methodology and analysing the challenges related to its implementation, the report provides four concrete avenues for its adoption and implementation. Behaviourally inspired strategies are designed to improve public officials' capacities, opportunities, and motivations to identify corruption risks, assess their probability and impact, and design more effective control measures.

Romania stands at the crossroads of Europe, Asia, and the Middle East. Since 1990, when the country experienced the bloodiest revolution of all of the Warsaw Pact members, Romania has gone through withering change. While the formal transition from a totalitarian, communist state was completed in 2007 with Romania’s accession into the European Union, the adaptation of the nation’s people and business climate to a market-based economy is a daily occurrence. In the 2000’s, in the lead up to EU accession, Romania was one of the largest recipients of Foreign Direct Investment in the world. While multinational corporations poured in hundreds of billions of dollars, there was also a restructuring of the way business was conducted. Western systems of management and organization—foreign to most Romanian academics and business people—almost overnight transformed the way the marketplace was perceived. Romania’s entrepreneurs were quick to adapt to the new ways, leveraging new opportunities in the environment. Fortunes were made. Multinationals also burgeoned in Romania. Companies like Microsoft, General Electric, Timken, Kraft, P&G, Renault and dozens of others successfully took advantage of the possibilities created by a relatively well-educated population that was moving into the middle class. For the most part, however, researchers and scholars were caught off guard by the quickening pace of business change in Romania. Only until very recently has the academic community at large been able to wade through the murkiness and begin to see what the new landscape looks like. It is the purpose of this edited volume, which includes the work of some of Romania’s finest business scholars, to provide even greater clarity to the current and future scene. Moreover, the experience in Romania helps shed light on the dynamics of economic and business transition throughout Eastern Europe, the Middle East, and other emerging regions, with implications for practice, policymaking, and research.
