This book provides a practice-based analysis of European Union (EU) diplomacy and community-building. Unlike studies focusing on how EU community-building proceeds centrally in Brussels, this book turns to EU diplomacy in its bordering state of Ukraine. At a time when the EU’s internal cohesion is being put to the test, this book provides novel insights into how feelings of belonging are produced amongst its members in the absence of a homogenous ‘we’. Transcending the traditional dichotomy between macro-structures and micro-processes of interaction, the book demonstrates that the EU’s large-scale community depends for its existence on practical instantiations of community-building in distinct ‘communities of practice’. Using the case of an EU diplomatic ‘community of practice’ in Kyiv, Ukraine, takes these questions to the EU’s margins, highlighting that the boundaries of community are key sites in which community materialises. The in-depth case study identifies diplomats’ ‘boundary work’ as the constitutive rule that makes the local ‘community of practice’ cohere and create feelings of belonging to the large-scale polity of the EU. Thomas Simpson considers the role of frontier officials as surveyors, cartographers and ethnographers, military violence in frontier regions and the impact of the frontier experience on colonial administration.

Borders - whether settled or contested, violent or calm, closed or open - may have a direct, and often acute, human impact. Those affected may be people living nearby, those attempting to cross them and even those who succeed in doing so. At the border, vulnerable refugee and migrant communities, especially women, are exposed to state-centred boundary practices, paving the way for both their alienation and exploitation. The militarization of borders subjugates the very position of women in these marginalized areas and often subjects them to further victimization, which is facilitated by patriarchal socio-cultural practice. Structural violence is endemic to these regions and gender interlocks with their perimeters to reinforce and shape violence. This book locates gender and violence along geographical edges and critically examines the gendered experiences of women as global border residents and border crossers. Broadly, it explores two questions. First, what are women's experiences of engaging with borders? Second, where are women positioned in the theory and practice of marking, remarking and demarking these margins? Offering a nuanced and thorough approach, this book suggests that research on borders and violence needs to focus on how bordered violence shapes the embodiment of gender identity and norms and how they are challenged. It examines an array of issues including forced migration, trafficking and cross-border ties to explore how gender and borders intersect.

This comprehensive volume explores the political, social, economic and geographical implications of Brexit within the context of an already divided UK state. It demonstrates how support for Brexit not only sharpened differences within England and between the separate nations comprising the UK state, but also reflected how austerity politics, against which the referendum was conducted, impacted differently, with north and south, urban and rural becoming embroiled in the Leave vote. This book explores how, as the process of negotiating the secession of the UK from the EU was to demonstrate, the seemingly intractable problem of the Irish border and the need to maintain a ‘soft border’ provided a continuing obstacle to a smooth transition. The authors in this book also explore various other profound questions that have been raised by Brexit; questions of citizenship, of belonging, of the probable impacts of Brexit for key economic sectors, including agriculture, and its meaning for gender politics. The 2004 entry of 10 Central and Eastern European countries, along with Malta and Cyprus, into the EU has caused a huge shift in the EU's external boundaries. The socio-economic and political transformations that this shift has caused not only suggest new regional development opportunities, but also many potential problems and tensions. While the EU insists that enlargement will not signify 'new divisions', processes of inclusion and exclusion and the imposition of visa restrictions on non-EU citizens could pose obstacles to co-operation, conjuring fears of an emerging 'fortress Europe' that effectively divides the continent. Illustrated with case studies from Central and Eastern European border areas, this book examines capacities for region building across national borders in within the context of EU enlargement, synthesizing the various insights provided by local information and suggesting ways forward for the future development of the EU's 'Wider Europe' strategy.

This book discusses and evaluates the problems of governance within the European Union's cross border regions from diversity of perspectives and over a range of selected case studies.

Whereas currently, German-Polish relations are marked by irritations, the previous phase of politics and discourse from 1990 leading up to the EU-accession of Poland was marked by an increasing stress on Europe in both countries. This was connected with changing practices of cross-border cooperation as well as a change in academic border studies. Transgression as a Rule argues that resulting from this, cross-border cooperation has become a rule. The actors negotiate new, contradictory spaces for their actions: supported by the state but partly uncomfortable with it, drawing on the powerful discourse of cooperation and trying to escape from it. Their practices can also inform the practices of border studies.
