This paper evaluates observance of the Basel Core Principles for Effective Banking Supervision in the Russian Federation. The legal framework currently in place provides the Central Bank of Russia (CBR) with necessary powers and responsibilities. The CBR may authorize banks, conduct ongoing supervision, oversee compliance with laws, and undertake corrective action to address safety and soundness. Major new reforms increase many aspects of the CBR’s duties and powers, although implementation has not yet been tested in all cases. The Russian licensing regime for banks appears exhaustive. However, the legal regime for major acquisitions was found to be weak.

This paper presents an assessment of the level of implementation of the IOSCO (International Organization of Securities Commissions) objectives and principles in the Russian Federation. Some of the most recent regulatory changes in the Russian Federation are clearly based on international standards. In other areas, further initiatives will be required. These include conflicts of interest identification and improving standards of management in professional market participants. It will also require the creation of legal gateways which will enable supervisors with the necessary skills sets to provide guidance as to what the Central Bank of the Russian Federation’s (CBR) reasonable expectations are on a range of issues. CBR also faces a major challenge in enforcing the regulatory regime and will need additional resources.

The insecurity which irregular migrants face on a daily basis because of the unlawfulness of their residence prompted the European Committee on Migration (CDMG) to assess their situation in Council of Europe member states. The aim of the exercise was to pool and evaluate national experience and to draw up proposals on dealing with irregular migrants and improving cooperation between countries of origin and host countries. Five countries volunteered - Armenia, Germany, Greece, Italy and the Russian Federation - and submitted some aspects of their national policies regarding the situation of irregular migrants for evaluation. After Volume I, which contains a summary of the project and the national reports of Italy and Germany, Volume II looks at the situation of irregular migrants in Armenia, Greece and the Russian Federation.
