Over the five decades since the establishment of the UN Charter and Universal Declaration of Human Rights, human rights issues have become a dominant feature of the international system, embracing new actors, eroding the traditional Westphalian concept of sovereignty, and leading to an acceptance that the treatment of individuals and groups within domestic societies is legitimately a focus of global attention. This book examines the affect that this normative evolution has had on the individual, state, institutional and advocacy network behaviour. Having described this normative environment it assesses its impact on key actors' relationships with China, especially in the period since the Tiananmen bloodshed in June 1989. It also examines China's responses–international and internal–to being the focus of global attention in this issue area. The book's theoretical concerns are to uncover the conditions under which international human rights norms influence behaviour, including domestic changes within states, and about the operation of norms in the global system.

This volume explores sanctions as instruments of coercive diplomacy, delving into theoretical arguments and combining perspectives from international law and international relations scholars and practitioners. Primary questions include the compatibility and legitimacy of sanctions regimes, enforcement measures, including the role of sanctions committees, the practice of circumventing sanctions, and the relation with the ICC proceedings. Legal and institutional aspects of the practice of the European Union are addressed. The extraterritorial effects of national legislation implementing sanctions imposed by individual States are investigated. A focus is on the impact of sanctions on non-State actors. The connections with the protection of human rights and the adverse impact on individual rights are considered. With nearly twenty-five million citizens, a secretive totalitarian dictatorship, and active nuclear and ballistic missile weapons programs, North Korea presents some of the world's most difficult foreign policy challenges. For decades, the United States and its partners have employed multiple strategies in an effort to prevent Pyongyang from acquiring weapons of mass destruction. Washington has moved from the Agreed Framework under President Bill Clinton to George W. Bush's denunciation of the regime as part of the "axis of evil" to a posture of "strategic patience" under Barack Obama. Given that a new president will soon occupy the White House, policy expert Walter C. Clemens Jr. argues that now is the time to reconsider US diplomatic efforts in North Korea. In North Korea and the World, Clemens poses the question, "Can, should, and must we negotiate with a regime we regard as evil?" Weighing the needs of all the stakeholders—including China, Japan, Russia, and South Korea—he concludes that the answer is yes.
