This volume addresses and seeks to answer a number of questions on the current issues facing small states/powers in Europe. How can small European states survive and prosper within a multipolar world of great powers? What part should small states take in European integration? Are EU fiscal and monetary policies allowing for Keynesian economic stimulus when needed and are euro area convergence criteria viable as the world recovers from the COVID-19 crisis? Are small state alliances within the EU useful to counterbalance the influence of the larger EU member states? How far should EU and NATO expansion go? Should it include countries such as Ukraine? Can the EU rely on US leadership of NATO for its security? How should small states relate to great powers seeking to influence Europe, most notably the US, the People’s Republic of China and the Russian Federation? Do smaller states need to choose a single ally among the major powers? Recent money laundering cases have exposed financial integrity risks from cross-border payments and potential impact on financial stability to the integrated Nordic-Baltic financial sector, attracted international scrutiny of anti-money laundering and combating the financing of terrorism (AML/CFT) supervision throughout the region, and so accelerated the momentum for reform. The purpose of the project is to conduct an analysis of cross-border money laundering (ML) threats and vulnerabilities in the Nordic-Baltic region – encompassing Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden (the Nordic-Baltic Constituency or NBC) – and issue a final report containing recommendations for mitigating the potential risks.

It has to be top of mind to leave no one behind, by thinking inclusiveness in to every part of the digital transformation of our societies. Through cooperation, knowledge gathering, monitoring and policy actions on digital inclusion it is possible to drive a sustainable and inclusive digital transformation forward. The study provides a knowledge-based foundation for potential common Nordic-Baltic actions on digital inclusion. It is structured by four thematic areas: Defining digital inclusion, Monitoring digital inclusion, Snapshot of digital inclusion, and Nordic-Baltic added value. The study is performed by the consortium Digital Europe and funded by the Nordic Council of Ministers (MR DIGITAL).

This report contains the conclusions from the project "Development of the Nordic/Baltic Market for Organic Food" in which public authorities and NGO's from Denmark, Estonia, Finland, Latvia, Lithuania, Norway and Sweden have participated. The objective of this project was to elaborate a joint project proposal in order to promote the development of the Nordic-Baltic market for organic products. The project identifies and describes a range of barriers for a market driven development of the organic sector, including lack of consumer awareness, deficient market data, different standards and labelling, lack of marketing channels, lack of processing and innovation and high prices. Against this background the project points out a range of potential cross-border activities, including an information campaign to raise awareness and induce consumers' trust in organic products, construction of a common information system on the rules and procedures, promotion of the EU-logo and national logos, collaboration between retail chains and representative organic organisations and finally alternative distribution channels. In order to enable the implementation of one or more of these potential activities the project has identified relevant funding opportunities. The most relevant funding opportunity has been identified as the EU promotion scheme (Commission Legislation (EC) 94/2002 of 18 January 2002), which is therefore described thoroughly.

The handbook is collects the lessons learned in cross-border data exchange in the fields of studying and using healthservices in another Nordic and Baltic country, and in the use of Nordic and Baltic legal databases. The aim is to provide the reader with insights and ideas for future development by pinpointing identified networks, interesting initiatives, and potential funding mechanisms, as well as highlighting case examples that could be utilised in the development of cross-border collaboration.
