Currently under construction in Northern Chile, the Atacama Large Millimeter Array (ALMA) is the most ambitious astronomy facility under construction. This book describes the enormous capabilities of ALMA, the state of the project, and most notably the scientific prospects of such a unique facility. The book includes reviews and recent results on most hot topics of modern astronomy. It looks forward to the revolutionary results that are likely to be obtained with ALMA.

The 1991 NRC decadal survey for astronomy and astrophysics included a project called the Millimeter Array (MMA). This instrument would be an array of millimeter-wavelength telescopes intended to capture images of star-forming regions and distant star-burst galaxies. With the addition of contributions form Europe, the MMA evolved into the Atacama Large Millimeter Array (ALMA), a proposed array of 64, 12-meter antennas. The project is now part of the NSF Major Research Equipment and Facilities budget request. Increased costs, however, have forced the NSF to reconsider the number of antennas. To help with that review, NSF asked the NRC to assess the scientific consequences of reducing the number of active antennas from 60 to either 50 or 40. This report presents an assessment of the effect of downsizing on technical performance specifications, performance degradation, and the ability to perform transformational science, and of the minimum number of antennas needed.

Annotation Sixty-two contributions from the October 1999 conference in Washington D.C. include reviews and papers on dawn in star-forming regions, the era of planet formation, galaxy formation, old age, and ALMA and other instruments. This symposium was dedicated to science opportunities with the VLT. All major areas of astronomical research were discussed in the plenary sessions, ranging from where we stand in cosmology to the new frontiers in the solar system. The workshops published in this volume focussed on different ways of finding clusters of galaxies at high redshift, on gravitational lensing by distant compact clusters, on the use of stellar populations as distance, age or abundance indicators, and on the extraordinary progress made in the discovery of extrasolar planets. This book affords a glimpse of what will be at the center of astrophysical research in the forthcoming decade. It is addressed to researchers and graduate students.

In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.
