Linking Practice and Policy in Eastern Africa.

The traditional patterns of land use that have created many of the world's cultural landscapes contribute to biodiversity, support ecological processes, provide important environmental services, and have proven sustainable over the centuries. Protected landscapes can serve as living models of sustainable use of land and resources, and offer important lessons for sustainable development. Examples of these landscapes and the diverse strategies needed to maintain this essential relationship between people and the land are provided.

Great uncertainty typically surrounds decisions and management actions in the conservation of biodiversity and natural resource management, and yet there are risks of serious and irreversible harm for both biodiversity and the humans that rely on it. The precautionary principle arguably underlies all international conservation efforts and promotes acting to avoid serious or irreversible environmental harm, despite lack of scientific certainty as to the likelihood, magnitude or cause of harm. This book is the first to examine the application of the precautionary principle to biodiversity conservation and natural resource management, incorporating perspectives from scientists, economists, lawyers and practitioners from both developing and developed countries. It analyses the application and impacts of the principle in many areas including forestry, invasive alien species, wildlife trade, protected areas and fisheries, in a range of national and international contexts. Particular attention is drawn to issues of equity, livelihoods, science and politics, and the book provides guidelines for applying the precautionary principle to biodiversity conservation and natural resource management.

This book evaluates local conservation successes of global south in the climate milieu, as an empirical evidence of ‘Bio-rights’ of commons at community-ecosystem interface for sustainable intensification of nature’s goods and services. Bio-rights is a right-based neo-economic conservation paradigm that compensates the opportunity costs incurred in conservation efforts by the marginal communities, living near globally important ecosystems and dependent on it for their livelihood, through payments from environment services. The book would bring forth the true value of circular economic interventions in socio-ecological conservation, shaped through sustainable human interactions with nature. This multilevel study of conservation science serves an interdisciplinary academia, consistent with conventions on climate change, bio-diversity and sustainable development, to establish links between conservation priorities and development objectives. Herein, Bio-rights is introduced as a ‘design approach’ for production linked sustainable development, supplemented with case studies from the east.

Africa is characterised by widespread and deeply entrenched poverty, armed conflict, slow economic development until recently, and agricultural systems proven to failure during frequent and persistent drought. With its tremendous natural resources and remarkable social and ecological diversity, the continent reflects a close dependency of people on natural resources. This background report illustrates that it is this dependency that will present Africa with potentially severe adaptive problems in dealing with the twin effects of climate change and population growth in future years. More than ever, Africa and its partners need to work together to turn deforestation around, to save its green lungs, to manage its cities and to grow food for its hungry millions.

This book dealt with a number of issues under the broad subject matter of protected area focusing on the policy of collaborative management as a means to augment the forest conservation activities and enhance community development in Bangladesh. Studies covered in the book emerged with the success stories of protected area co-management, both in terms of community development and biodiversity conservation. Significant level of development was noticed in the socio-economic conditions of the surrounding communities. Empowerment and improved social dignity of women participants signifies the initiation of co-management approach. The principles of participatory governance were found reasonably well reflected in legal and policy frameworks. Based on the lessons from the studies, a general metaphysical model, namely ‘Spider-web model of protected area co-management’ has been developed that can be potentially applicable in countries where local communities rely heavily on protected areas.
