This book presents a novel examination of Marine Protected Areas within a security context, bridging science, policy, and geopolitics, and addressing the often-under-emphasized aspect of environmental justice. The book argues that Marine Protected Areas (MPAs) are not only a critical tool for protecting marine biodiversity in a changing climate, but they also play an important role at the intersection of geopolitics and environmental justice, and they provide a case study of environmental governance at the science-policy interface. The book takes an interdisciplinary and critical approach and builds on the author's two decades of experience working in this field. Geopolitically, it explores the ways in which MPAs provide footprints for influence and access to resources far from home for nations with overseas territories. MPAs also raise important issues connected to equity, environmental justice, and social justice, including access to resources and participation in environmental decision-making processes, key aspects for achieving long-term conservation goals. The book also demonstrates how MPAs are a critical lens for understanding how policy makers cope with scientific uncertainty, and the necessity of well-designed and precautionary science advisory processes. This edited volume provides a variety of insights into the context in which ocean and wetlands policy is placed at the sub-continental level. The governments of Mexico, Canada, and United States of America have recognized the importance of conserving, protecting, and enhancing the environment in their territories. As a result, they have developed an institutional structure aimed at furthering environmental cooperation. However, marine environment has played a secondary role, characterized by scientific cooperation that does not develop into regional policies. This project analyzes how ocean and wetlands preservation is omitted from the North American Agreement on Environmental Cooperation, meaning that collaborative efforts under-perform or remain largely sidelined from mainstream issues. As contributors come from a mix of the social and natural sciences (politics, international relations, law studies, sociology, oceanology, and oceanography), this book presents diverse viewpoints on how to address wetlands protection, deep ocean research collaboration, and the marine context of the Sustainable Development Goals.

This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. Humanised accounts of restrictions on mobility are rarely the focus of debates on irregular migration. Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe’s southern external borders against transnational migrants and preventing migrants’ on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports –a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. This research strengthens existing criminological literature and has the potential to offer insights to policy makers around the world. Continually recognized as one of the “hottest” of all the world’s biodiversity hotspots, the island of Madagascar has become ground zero for the most intensive market-based conservation interventions on Earth. This book details the rollout of market conservation programs, including the finding of drugs from nature—or “bioprospecting”—biodiversity offsetting, and the selling of blue carbon credits from mangroves. It documents the tensions that exist at the local level, as many of these programs incorporate populations highly dependent on the same biodiversity now turned into global commodities for purposes of saving it. Proponents of market conservation mobilize groups of ecologically precarious workers, or the local “eco-precariat,” who do the hidden work of collecting and counting species, monitoring and enforcing the vital biodiversity used in everything from drug discovery to carbon sequestration and large mining company offsets. Providing a voice for those community workers many times left out of environmental policy discussions, this volume proposes critiques that aim to build better conservation interventions with perspectives of the local eco-precariat.

This book seeks to interrogate how contemporary policy issues become ‘securitized’ and, furthermore, what the implications of this process are. A generation after the introduction of the concept of securitization to the security studies field, this book engages with how securitization and desecuritization ‘works’ within and across a wide range of security domains including terrorism and counter-terrorism, climate change, sexual and gender-based violence, inter-state and intra-state conflict, identity, and memory in various geographic and social contexts. Blending theory and application, the contributors to this volume – drawn from different disciplinary, ontological, and geographic ‘spaces’ – orient their investigations around three common analytical objectives: revealing deficiencies in and through application(s) of securitization; considering securitization through speech-acts and discourse as well as other mechanisms; and exposing latent orthodoxies embedded in securitization research. The volume demonstrates the dynamic and elastic quality of securitization and desecuritization as concepts that bear explanatory fruit when applied across a wide range of security issues, actors, and audiences. It also reveals the deficiencies in restricting securitization research to an overly narrow set of issues, actors, and mechanisms.
