Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict.This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

The book series „European Studies in the Caucasus” offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia as the major regional powers, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This first volume emphasizes the movements of ideas in both directions—from Europe to the Caucasus and from the Caucasus to Europe. This double-track frame illuminates new aspects of a variety of issues requiring reciprocity and intersubjectivity, including rivalries between different integration systems in the southern and eastern fringes of Europe, various dimensions of interaction between countries of the South Caucasus and the European Union in a situation of the ongoing conflict with Russia, and different ways of using European experiences for the sake of domestic reforms in the South Caucasus. Topics range from identities to foreign policies, and from memory politics to religion.

In the years since 1994, when the UN Convention on the Law of the Sea (UNCLOS) entered into force, the ocean law regime has been profoundly affected by an interplay of new forces in global ocean affairs. Numbered among them are innovations in technology and science, the emergence of intensified piracy and other challenges to maritime security, national, and regional programs. In Ocean Law and Policy: Twenty Years of Development under the UNCLOS Regime, experts from fourteen countries present nineteen papers that provide insightful analyses of these wide-ranging issues that form the emerging new context of UNCLOS as a keystone to a working regime system. Accessible as well as authoritative, this volume offers to general readers as well as academics, policy officials, and legal experts a set of important analyses and provocative insights, forming a major contribution to the literature of ocean studies.

This book contains 16 papers, presented at the workshop: Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus, which was held in Istanbul, Turkey in October 2009. Whilst the Cold War did not exclude the existence of other threats, such as environmental hazards, organized crime, terrorism, economic instability and illegal immigration, it is only since the emphasis on East-West rivalry and the specter of nuclear confrontation between the two blocs have diminished that these have become articulated as major sources of concern for global security.

This book brings together an all-women group of scholars to provide a historically grounded and theoretically rich examination of the continuities and changes in Turkey’s foreign policy since the Republic's establishment in 1923. Using different International Relations theories, clarifying the interaction between domestic politics and foreign policymaking, the book charts the evolution of Turkey’s foreign policy vis-a-vis several regions and global actors and examines the major developments in Turkey’s relations with these actors. Some chapters emphasize the continuities in Turkey’s external relations, and others examine the significant changes and discontinuities in certain areas. Recognizing that Turkey’s state interests may not always coincide with the interests of the ruling elite, the book demonstrates that the centennial birthday of Turkey represents a constitutive moment for Turkey’s future and calls for a pragmatic, as opposed to a completely ideologically-based, grand strategy that should focus on progressive ideals.

Iran’s role as a regional power is more significant than many in the West may realise. The country lies between Central Asia/the Caucasus and the Gulf region on the one hand, and, on the other, between the Mediterranean/Levant region and South Asia. Many of these areas are of increasing strategic importance. This book explores Iran’s role as a regional power, focusing on relations with South Caucasus countries - Azerbaijan and Armenia. It outlines the historical context, including Persia’s rule of these countries before the nineteenth century, and discusses Iran’s approach to foreign and regional policy and how both internal and international factors shape these policies. The book assesses Iran–Azerbaijan and Iran–Armenia bilateral relations to demonstrate how those policies translate in Iran's regional and bilateral relations. The book concludes by considering how Iran's relations in the region are likely to develop in the future.

One of the intriguing questions of the post-Cold War era has been whether the EU will play a major global role in world politics as non-traditional threats and challenges came to the forefront. Launching new policies such as the Common Foreign and Security Policy, the European Security and Defence Policy and the European Neighborhood Policy (ENP) have been considered important steps in the EU's evolution as a regional and possibly global actor. Neighborhood Challenge analyzes critical aspects of the European Union's relations with its neighbours, by extending its analysis beyond the ENP. Unlike existing books on the subject, the volume covers the entire neighborhood from Russia, Ukraine, and Belarus to North Africa; from the Western Balkans to the South Caucasus and Central Asia. Such an extensive overview of EU policies toward its neighbors is a timely and valuable contribution to European Studies literature. This book can be used as a tool for both academicians and practitioners who specialize in European foreign and security policy; as a textbook in European Union foreign policy courses both at the undergraduate and graduate level; and as a comprehensive reference book for postgraduate students writing dissertations on European foreign and security policy in general and European Neighborhood Policy in particular. The contributions analyze challenges and prospects posed by countries neighboring the EU and the effectiveness of EU policy in dealing with these agendas. Neighborhood Challenge is intended to contribute to the existing literature on EU foreign and security policy in two ways: First, its material is not restricted to the ENP. Instead, it addresses all EU neighbors in a large region and their position in European security. The authors argue that not only the countries in the immediate neighborhood of the EU but also those located in relatively far away regions have a role to play in European Union foreign affairs. Secondly, many of the contributions were written by experts living in countries which neighbor the EU. Their contributions lend new ideas and insight to the relevant literature on EU security and foreign policy.

The South Caucasus region, comprising the former Soviet states of Armenia, Azerbaijan and Georgia occupies a key strategic location, squeezed between the Black and Caspian Seas, Iran, Russia and Turkey. Since the disintegration of the Soviet Union in 1991, the region has become an arena of geopolitical confrontation with regional powers such as Russia, Turkey and Iran vying for influence in the face of growing Western involvement. The Russian military intervention in Georgia in 2008 not only raised questions about Moscow's intentions towards its 'Near Abroad' and the future direction of its foreign policy, it also demonstrated that ostensibly local separatist disputes have serious ramifications for regional relations and the wider international community. In this book, German explores the extent of regional cooperation in the South Caucasus, analyses the reasons for the relative lack of regional cooperation and assesses the potential for deeper cooperation in the future.
