This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

Both stem from a new understanding of security, involving the development of non-military approaches and a comprehensive approach to crisis management. However, the implementation of the two policy frameworks by the EU led to very different outcomes. Russia's attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. This Report investigates whether we can expect a further convergence of European strategic cultures, and on collaboration among Europeans to generate the required military capabilities and integrate their forces. Most importantly, it finds that the timely implementation of the EU's Strategic Compass will be a decisive test to establish whether Europeans are rising to the challenge of taking more responsibility for their security and defence.

Due to the increase of security challenges in the proximity of Europe, the prominence of the EU's Common Security and Defence Policy (CSDP) has augmented. This book is a systematic effort to empirically approach the democratic deficit of CSDP, to understand its social construction and propose ways to remedy it. The book uses Foucault’s approach of governmentality to unravel the social construction of this deficit and to illuminate the power relations between the different actors participating in CSDP governance and the constraints upon them.
