Do existing measures of state fragility measure fragility accurately? Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

Contemporary Security Governance in Nigeria: Themes and Perspectives examines the theory, practice, and challenges of contemporary security governance in Nigeria and argues for the prioritization of security governance in state affairs. This book investigates governance practiced by non-state actors. It analyses how multinational mining companies protect their sites in fragile contexts and what that tells us about political ordering 'beyond' the state. Based on extensive primary research in the Democratic Republic of Congo, South Africa, Europe and North America, the book compares companies' political role in the 19th and 21st centuries. It demonstrates that despite a number of disturbing parallels, many contemporary practices are not a reversion to the past but unique to the present. The book discloses hybrid security practices with highly ambiguous effects around the sites of contemporary companies that have committed to norms of corporate social and security responsibility. Companies invest in local communities, and offer human rights training to security forces alongside coercive techniques of fortress protection, and stability-oriented clientele practice and arrangements of indirect rule. The book traces this hybridity back to contradictory collective meaning systems that cross borders and structure the perceptions and choices of company managers, private security officers, NGO collaborators and others practitioners. The book argues that hybrid security practices are not the result of an encounter between a supposed ‘local’ with the liberal ‘global’. Instead, this hybridity is inherent in the transnational and part and parcel of liberal transnational governance. Therefore, more critical reflection of global governance in practice is required. These issues are sharply pertinent to liberal peacebuilding as well as global governance more broadly. The book will be of interest to anyone interested in business, politics and human rights; critical security studies; peacebuilding and statebuilding; African politics; and ethnographic and sociological approaches to global governance and international relations more generally.

In the 10 years since the United Nations Security Council's first resolution on HIV/AIDS, the pandemic has had far-reaching implications for human security. In sub-Saharan Africa, the epicentre of the pandemic, the consequences have been borne disproportionately by women. Violent conflicts and insecurity throughout the region, characterised by population movements, forced migration and environmental crises, have overwhelmed the capacity of states to provide preventative measures against HIV/AIDS, care and treatment. In many areas, the related stress factors on health systems and basic service provision have pushed community and kinship networks beyond their breaking points. The plight of women is exacerbated because they are vulnerable and at high risk of HIV infection, due to increased care burdens within the household and community, sexual and gender-based violence and exploitation, as well as coercive interpersonal relationships. This volume is a welcome addition to the literature on HIV/AIDS and should serve as a useful tool for Aids activists, community health workers as well as for policy makers in the region

This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book describes the contrast between the strong economic growth and democratization that have occurred in Africa and its stalling political progress. It presents and discusses fragility as the phenomenon that has caused the state to remain weak and faltering and has led to at least one third of the continent’s citizens living in fragile states. Following the examination of the drivers of fragility and the impact of fragility on citizens and neighbouring states, the book discusses capacity building approaches. This part shows how effective states can be built on the African continent, a process that would result in a change from state fragility to state resilience. It is based on lessons learnt from close studies of the nations where the state has been most developed in the region, in Eastern and Southern Africa. The book provides and responds to the most recent and up-to-date information on African development and uses insights of people who have lived and worked in the continent for most of their lives.

During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.
