Successful reform of the security sector has been regarded as pivotal for a successful transition from authoritarianism to democracy by Western donors. A global cast of contributors examines SSR in a variety of policy fields in Southeast Asia, paying specific attention to the adaption of 'Western' reform concepts by local actors.

An exploration of the roles that pro- and anti-government militias, private armed groups, vigilantes, and gangs play in local communities in the new democracies of Southeast Asia. Scholars have typically characterized irregular forces as spoilers and infiltrators in post-conflict peacebuilding processes. The contributors to this book challenge this conventional understanding of irregular forces in Southeast Asia, demonstrating that they often attract solid support from civilians and can be major contributors to the building of local security — a process by which local residents, in the absence of an effective police force, develop, partner or are at least included in the management of community crimes and other violence. They analyze irregular forces’ dealings with political actors at the community level, explaining why and how forces are incorporated in and collaborate with legitimate institutions without using violence against them. Offering a new approach to dealing with irregular forces in Southeast Asia, contributors explore new theoretical frameworks that are better suited for evaluating irregular forces’ relationship to different security providers and the political environments in the region. Specifically, they examine case studies from Indonesia, Timor-Leste, the Philippines, and Thailand. A valuable resource for researchers, students and practitioners in the areas of conflict resolution, peacebuilding, and security governance, especially those with a focus on Southeast Asia. This book will also be of great interest to scholars of the sociology and anthropology of the region.

This book uniquely applies the security reform agenda to Southeast Asia. It investigates recent developments in civil-military relations in the region, looking in particular at the impact and utility of the agenda on the region and assessing whether it is likely to help make the region more stable and less prone to military interventions. It provides an historical overview of the region’s civil-military relations and goes on to explore the dynamics of civil-military relations within the context of the security sector reform framework, focusing on the experiences of four of the region’s militaries: Malaysia, Thailand, the Philippines and Indonesia. It argues that although regional militaries have not necessarily followed a ‘Western’ model, significant developments have occurred that are broadly in keeping with the security sector reform agenda, and which suggests that the prospects for stable civil-military relations are brighter than some sceptics believe.

This book investigates the extent to which research has influenced and interacted with SSR policies, programmes and activities implemented by the UK in conflict-affected Sierra Leone. Varisco uses concepts and notions from the literature on the policy process and research utilisation to explore the ways in which research has influenced UK-led SSR policy. Here, the author analyses the evolution of the network of policy-makers, street-level bureaucrats, and researchers working on SSR in Sierra Leone, and argues that two main variables – an increased stability in the country and a progressive evolution of SSR in policy and research – contributed to the expansion of the policy network over time and to a better use of research by street-level bureaucrats on the ground. This publication underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states.

Civil society has become an indispensable part of the global discourses on democratization, good governance, sustainable development, and security. Differing perspectives view civil society as a legitimizing actor, a critical partner, and even a serious challenger in these discourses. This paper examines the ways in which civil society actions contribute to Security Sector Governance and Reform (SSG/R) and Sustainable Development Goal-16 (SDG-16). It argues that civil society’s ability to make significant contributions to SSG/R and SDG-16 rests on the interplay between endogenous factors such as its plurality, robustness, and civility and exogenous variables such as the regime type, state capacity, and relations with security providers. The differing combinations of these factors enable civil society to perform three major roles: (1) an agent of democratic accountability and civilian oversight; (2) a space for new discourses on security and development; and (3) an alternative provider of people-oriented security. This paper uses case studies of the Philippines, Tunisia, and Somalia, among others, to show the variation in the performance of these roles, the gains achieved by civil society organizations (CSOs), and the limitations and challenges posed by their involvement. It argues that efforts of civil society to improve SSG help meet some of the targets of SDG-16 that relate to improving accountability, transparency, and participation. This paper concludes by examining the implications of civil society’s participation in the future sustainability of SSG/R as a framework and the progress toward the realization of SDG-16 and providing viable policy recommendations for actors at the international, state, and societal levels.

Plan Colombia and the Mérida Initiative represented an unprecedented effort by Washington to stabilize fragile democracies in Latin America by shoring up the Colombian and Mexican security forces, respectively.
