As the recent fighting in Serbia illustrates, the technology of modern warfare is in constant evolution, with implications spanning a wide range of public policy areas - from the broad dimensions of alliance strategy to the specific confines of defence investment, production, and trade. For the past several years, technological innovation in the arms industry of the world's leading states has been proceeding in relation to the phenomenon of "globalisation" in the civilian sector. Although the combined impact of the postulated "revolution in military affairs" and the globalisation of industry has been felt in all Western states, it has been of particular concern in two NATO countries - Canada and the United Kingdom - as each is located on the margins of a continental market in defence goods. Both have established a set of privileged linkages and interests with this market although they have retained a certain strategic, political, and economic "distance." Security, Strategy, and the Global Economics of Defence Production features contributions from a broad range of policy analysts and practitioners in Canada and the United Kingdom whose primary concern is to identify and analyse the major challenges that Ottawa and London will be facing in the coming decade. The privatization of defence assets and the outsourcing of military services from the armed forces to the private sector is an increasing trend. This book approaches the issue of military privatization by linking it to the transformation of the defence industries since the early 1990s, and shows the extent to which many military functions and activities, ranging from military research to military consulting/training to operational support services, have already been outsourced in the US and in Europe. Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. The United Nations's groundbreaking Arms Trade Treaty (ATT), which went into effect in 2014, sets legally binding standards to regulate global arms exports and reflects the growing concerns toward the significant role that small and major conventional arms play in perpetuating human rights violations, conflict, and societal instability worldwide. Many countries that once staunchly opposed shared export controls and their perceived threat to political and economic autonomy are now beginning to embrace numerous agreements, such as the ATT and the EU Code of Conduct. Jennifer L. Erickson explores the reasons top arms-exporting democracies have put aside past sovereignty, security, and economic worries in favor of humanitarian arms transfer controls, and she follows the early effects of this about-face on export practice. She begins with a brief history of failed arms export control initiatives and then tracks arms transfer trends over time. Pinpointing the normative shifts in the 1990s that put humanitarian arms control on the table, she reveals that these states committed to these policies out of concern for their international reputations. She also highlights how arms trade scandals threaten domestic reputations and thus help improve compliance. Using statistical data and interviews conducted in France, Germany, Belgium, the United Kingdom, and the United States, Erickson challenges existing IR theories of state behavior while providing insight into the role of reputation as a social mechanism and the importance of government transparency and accountability in generating compliance with new norms and rules.

The collapse of the Soviet Union and the end of the Cold War was the catalyst for profound changes in the global security and defence management environment, including: alterations in the size, structure and configuration of the Armed Forces; emergence of asymmetrical warfare; recognition of the strategic significance of military infosphere, embracing all dimensions of the 'virtual' and 'vertical' battlespace; emphasis on coalition warfare and defence-industrial cooperation; and reform of the financial, procurement and logistical systems. With the end of the Cold War, nuclear non-proliferation has emerged as a central issue in international security relations. While most existing works on nuclear proliferation deal with the question of nuclear acquisition, T.V. Paul explains why some states – over 185 at present – have decided to forswear nuclear weapons even when they have the technological capability or potential capability to develop them, and why some states already in possession of nuclear arms choose to dismantle them. In Power versus Prudence Paul develops a prudential-realist model, arguing that a nation's national nuclear choices depend on specific regional security contexts: the non-great power states most likely to forgo nuclear weapons are those in zones of low and moderate conflict, while nations likely to acquire such capability tend to be in zones of high conflict and engaged in protracted conflicts and enduring rivalries. He demonstrates that the choice to forbear acquiring nuclear weapons is also a function of the extent of security interdependence that states experience with other states, both allies and adversaries. He applies the comparative case study method to pairs of states with similar characteristics – Germany/Japan, Canada/Australia, Sweden/Switzerland, Argentina/Brazil – in addition to analysing the nuclear choices of South Africa, Ukraine, South Korea, India, Pakistan, and Israel. Paul concludes by questioning some of the prevailing supply side approaches to non-proliferation, offering an explication of the security variable and its linking of nuclear proliferation with protracted conflicts and enduring rivalries.
