Examines the British, French, and German armies’ approaches to accommodating significant budget cuts while attempting to sustain their commitment to full spectrum operations. Specifically, it looks at the choices these armies are making with respect to how they spend dwindling resources: What force structure do they identify as optimal? How much readiness do they regard as necessary? Which capabilities are they abandoning?

Following the 2008 global financial crisis, Canada appeared to escape the austerity implemented elsewhere, but this was spin hiding the reality. A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. The first book of its kind in Canada, The Public Sector in an Age of Austerity challenges conventional wisdom by showing that Canada did not escape post-crisis austerity, and that its recovery has been vastly overstated.

The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. Global health is at a crossroads. The 2030 Agenda for Sustainable Development has come with ambitious targets for health and health services worldwide. To reach these targets, many more billions of dollars need to be spent on health. However, development assistance for health has plateaued and domestic funding on health in most countries is growing at rates too low to close the financing gap. National and international decision-makers face tough choices about how scarce health care resources should be spent. Should additional funds be spent on primary prevention of stroke, treating childhood cancer, or expanding treatment for HIV/AIDS? Should health coverage decisions take into account the effects of illness on productivity, household finances, and children's educational attainment, or just focus on health outcomes? Does age matter for priority setting or should it be ignored? Are health gains far in the future less important than gains in the present? Should higher priority be given to people who are sicker or poorer? Global Health Priority-Setting provides a framework for how to think about evidence-based priority-setting in health. CSIS undertook a study in support of Office of the Secretary of Defense (OSD) Strategy and the 2014 Quadrennial Defense Review (QDR) to explore using U.S. military power in new ways to achieve high-priority strategic ends (derived from the 2012 Defense Strategic Guidance). The project was informed by a series of in-depth interviews and a Core Working Group with experts from outside the U.S. government, including former government officials, current foreign government uniformed and civilian defense officials, global business strategists, and individuals knowledgeable in humanitarian assistance and disaster relief.

Since 2008, the world has experienced an enormous decrease of wealth. By many measures the impact of the crisis was severe. The fall in GDP, the collapse of world trade, the rise in unemployment, and the credit slump reached bigger proportions than in any other crisis since World War II. Although the economic figures seem to improve in some countries, the crisis continues being a challenging issue and is said to be one of the most important problems governments face today. The crisis has put public finances under ever increasing pressure, and governments have responded through austerity measures such as new fiscal rules and budgeting procedures and cutbacks of public spending. Public Management in Times of Austerity seeks to explore the austerity policies adopted by European governments and their consequences to public management. It asks how governments have implemented new rules leading to more stringency in public budgeting and financial management, and how they have cut back public expenditure. These questions are examined comparatively through case studies in different parts of Europe, and variations across countries are discussed and explained. Throughout the volume, the consequences of the crisis and austerity policies for public management are discussed. What is the relationship between crisis and decision-making in the public sector, and how does austerity affect public-sector organisation? As the previous crisis in the 1970s resulted in a major reform movement, which was later referred to as New Public Management, Public Management in Times of Austerity look to understand whether the current crisis also leads to a wave of public management reform, and if so what is the content of this?
