This book traces the evolution of Singapore’s parks system, from colonial to present times. Further, it contextualizes the design and planning of parks in the general discourse on western and eastern traditions: early twentieth century western conceptions ‘imported’ during colonialism; modernism; postmodernism, and the contemporary ecological debate. Park system planning products respond to national policies and result in structural urban elements and a range of park types. Global (western ideology) and local issues have influenced park system planning and the physical design of individual parks over time. However, in Singapore the eastern literature has not addressed the development of parks and urban green spaces in terms of historical perspective. The publication reveals the interrelations between visual representations and changing political ideologies. Singapore’s system of public parks is shown to represent an iconography created by the state. Its set of constructed narratives elucidates on the potential social, cultural and environmental roles of public parks. However, Singapore’s park system presents a novel paradigm for expanding Asian cities, characterized by evolving urban imaging strategies. In framing Singapore’s case study within the broader perspective of eastern applications of western planning and design practices, and constructions of nation in post-colonial countries, the manuscript establishes the contribution of the Singaporean model of design and planning of parks to the international debate.

In the past, spatial masterplans for cities have been fixed blueprints realized as physical form through conventional top down processes. These frequently disregarded existing social and cultural structures, while the old modernist planning model zoned space for home and work. At a time of urban growth, these models are now being replaced by more adaptable, mixed use plans dealing holistically with the physical, social and economic revival of districts, cities and regions. Through today’s public participative approaches and using technologically enabled tools, contemporary masterplanning instruments embody fresh principles, giving cities a greater resilience and capacity for social integration and change in the future. Lucy Bullivant analyses the ideals and processes of international masterplans, and their role in the evolution of many different types of urban contexts in both the developed and developing world. Among the book’s key themes are landscape-driven schemes, social equity through the reevaluation of spatial planning, and the evolution of strategies responding to a range of ecological issues and the demands of social growth. Drawing on first-hand accounts and illustrated throughout with colour photographs, plans and visualizations, the book includes twenty essays introduced by an extensive overview of the field and its objectives. These investigate plans including one-north Singapore, Masdar City in Abu Dhabi, Xochimilco in Mexico City and Waterfront Seattle, illuminating their distinct yet complementary integrated strategies. This is a key book for those interested in today’s multiscalar masterplanning and conceptually advanced methodologies and principles being applied to meet the challenges and opportunities of the urbanizing world. Twenty-five years ago, the governments of Singapore, Malaysia, and Indonesia agreed to jointly promote the city-state, the state of Johor in Malaysia, and the Riau Islands in Indonesia. Facilitated by common cultural references, a more distant shared history, and complementary attributes, interactions between the three territories developed quickly. Logistics networks have proliferated and production chains link firms based in one location with affiliates or transport facilities in the other territories. These cross-border links have enabled all three locations to develop their economies and enjoy rising standards of living. Initially economic in nature, the interactions between Singapore, Johor, and the Riau Islands have multiplied and grown deeper. Today, people cross the borders to work, go to school, or avail of an increasing range of goods and services. New political, social, and cultural phenomena have developed. Policymakers in the various territories now need to reconcile economic imperatives and issues of identity and sovereignty. Enabled by their proximity and increasing opportunities, families have also begun to straddle borders, with resulting questions about citizenship and belonging. Using the Cross-Border Region framework - which seeks to analyse these three territories as one entity simultaneously divided and bound together by its borders - this book brings together scholars from a range of disciplines. Its 18 chapters and more than 20 maps examine the interaction between Singapore, Johor, and the Riau Islands over the past quarter-century, and seek to shed light on how these territories could develop in the future.
