‘Situational Analysis’ represents Karl Popper’s methodological proposal for the social sciences. Although it has been widely studied and interpreted, this book argues that Situational Analysis remains underestimated and undeveloped and, if properly reformulated, could yet become a broad methodological framework that encompasses both the ‘historical’ social sciences and a large section of the ‘theoretical’ social sciences. The first part of this book develops this idea by returning to Popper’s texts. This book calls for both a reformulation of Situational Analysis and a clarification of the status and role of Popper’s ‘Rationality Principle’. This book also develops Situational Analysis by addressing two aspects of the Problem-Situation facing individual actors that are only sketched out in Popper’s work: institutions and expectations. The second part of this book utilizes the reformulated version of Situational Analysis to shed light on the core methodological differences across some of the most widespread approaches in contemporary economics and sociology. In particular, by showing that many of these approaches are variants of the reformulated version of Situational Analysis presented in the first part of this book, this book argues that apparent methodological differences across these approaches may be reinterpreted as differences in the way social scientists reconstruct the Problem-Situation facing individual actors. This book will be vital reading for academic economists, sociologists, philosophers of science, and other social scientists interested in methodology.

Uzbekistan has abundant inland water resources, namely rivers and lakes, which are suitable for freshwater aquaculture. However, the production of fish is generally low compared to the resource potential due to the collapse of collectivized farms, a lack of interest in commercial operations and producer associations by local farmers, and the limited capacity of government extension and research facilities to promote fish production. Growing interest by the Government in fish production has led to an increase in investment in the aquaculture sector. This has resulted in significant gains in fish production in recent years. Government land distribution schemes for smallholder fish farmers to establish individual fishponds to produce carp are a major contributing factor to these gains. There is no existing national fisheries or aquaculture sector specific development policy or plan, and reference to government policy towards the sector are through a number of existing presidential decrees. Given that the sector has witnessed a significant increase in fish production over recent years, addressing this issue (using other country fisheries policy and legislation as a potential model) was seen as an important first step for any coherent strategic plan for the sector. The report was compiled in 2020 as one of the outcomes of the TCP/UZB/3703 project focusing on national review and strategy for aquaculture sector and fish value chain in Uzbekistan. Due to the COVID-19 pandemic, this report was based solely on data sourced from the internet, academic papers and field data provided by the national consultant, including aquaculture value chain mapping and analysis of the project. The report includes a description of the Uzbekistan aquaculture sector, analyses its problems and opportunities, and presents options for its development.

Aquatic agricultural systems (AAS) are places where farming and fishing in freshwater and/or ÿcoastal ecosystems contribute significantly to household income and food security. Globally, the ÿlivelihoods of many poor and vulnerable people are dependent on these systems. In recognition ÿof the importance of AAS, the CGIAR Research Program (CRP) is undertaking a new generation ÿof global agricultural research programs on key issues affecting global food security and rural ÿdevelopment. The overall goal of the research program is to improve the well-being of people ÿdependent on these systems. Solomon Islands is one of five priority countries in the AAS program, ÿled by WorldFish. In Solomon Islands, the AAS program operates in the Malaita Hub (Malaita ÿProvince) and the Western Hub (Western Province). This program and its scoping activities are ÿsummarized in this report.ÿ
