This book comprises a selection of the top contributions presented at the second international conference “Smart and Sustainable Planning for Cities and Regions 2017”, held in March 2017 in Bolzano, Italy. Featuring forty-six papers by policy-makers, academics and consultants, it discusses current groundbreaking research in smart and sustainable planning, including the progress made in overcoming cities’ challenges towards improving the quality of life. Climate change adaptation and mitigation of global warming, generally identified as drivers of global policies, are just the “tip of the iceberg” when it comes to smart energy transition. Indeed, equally relevant towards this current transformation – and key topics in this volume – are ICTs, public spaces and society; next economy for the city; strategies and actions for good governance; urban-rural innovation; rethinking mobility. The book’s depth in understanding and insightfulness in re-thinking demonstrate the breaking of new ground in smart and sustainable planning. A new ground that policy-makers, academics and consultants may build upon as a bedrock for smart and sustainable planning.

Across 40 chapters, learners, learning and work are situated within educational, organisational, social, economic and political contexts. Taken together, these contributions paint a picture of evolving perspectives of how scholars from around the world view developments in both theory and practice, and map the shifts in learning and work over the past two decades.

This book considers and examines the concept of a Smart City in the context of improving the quality of life and sustainable development in Central and Eastern European cities. The Smart City concept has been gaining popularity in recent years, with supporters considering it to be an effective tool to improve the quality of life of the city’s residents. In turn, opponents argue that it is a source of imbalance and claim that it escalates the problems of social and economic exclusion. This book, therefore, assesses the quality of life and its unsustainability in Central and Eastern European cities within the context of the Smart City concept and from the perspective of key areas of sustainable development. Using case studies of selected cities in Central and Eastern Europe and representative surveysof Polish cities, this book illustrates the process of creating smart cities and their impact on improving the quality of life of citizens. Specifically, this book investigates the conditions that a Smart City has to meet to become sustainable, how the Smart City concept can support the improvement of the residents’ quality of life and how Central and Eastern European countries create smartcity solutions. Containing both theoretical and practical content, this book will be of relevance to researchers and students interested in smart cities and urban planning, as well as city authorities and city stakeholders who are planning to implement the Smart City concept. These proceedings represent the work of contributors to the 23rd European Conference on Cyber Warfare and Security (ECCWS 2024), supported by University of Jyväskylä, and JAMK University of Applied Sciences, Finland on 27-28 June 2024. ECCWS is a well-established event on the academic research calendar and now in its 23rd year conference remains the opportunity for participants to network and share ideas. The opening keynote presentation is given by Stefan Lee, from Ministry of Transport and Communications, Finland, on the topic of Geopolitics and Cyberspace: Key Implications for National Cybersecurity Policies and Strategies. The second day of the conference will open with an address by Colonel Janne Jokinen, Finnish Defence Force, Finland speaking on Ten Practical Hindrances to Building Cyber Defence. With an initial submission of 171 abstracts, after the double blind, peer review process there are 180 Academic research papers, 11 PhD research papers, 6 Masters research paper and 2 work-in-progress papers published in these Conference Proceedings. Untangling Smart Cities: From Utopian Dreams to Innovation Systems for a Technology-Enabled Urban Sustainability helps all key stakeholders understand the complex and often conflicting nature of smart city research, offering valuable insights for designing and implementing strategies to improve the smart city decision-making processes. This handbook provides the latest research related to quality of life and sustainability, taking into account social, economic, environmental, and political/governance aspects as well as specific socio-spatial contexts. The volume includes contributions from established and upcoming scholars from various disciplines and geographical contexts (Global South and North). The varying cultural and socio-spatial contexts of the authors in the selected cases contribute to first-hand knowledge on the realities of sustainability issues affecting the quality of life. This book enhances the reader’s understanding of the theoretical foundations, sociotechnical assemblage, and governance mechanisms of sustainable smart city transitions. Drawing on empirical evidence stemming from existing smart city research, the book begins by advancing a theory of sustainable smart city transitions, which forms bridges between smart city development studies and some of the key assumptions underpinning transition management and system innovation research, human geography, spatial planning, and critical urban scholarship. This interdisciplinary theoretical formulation details how smart city transitions unfold and how they should be conceptualized and enacted in order to be assembled as sustainable developments. The proposed theory of sustainable smart city transitions is then enriched by the findings of investigations into the planning and implementation of smart city transition strategies and projects. Focusing on different empirical settings, change dimensions, and analytical elements, the attention moves from the sociotechnical requirements of citywide transition pathways to the development of sector-specific smart city projects and technological innovations, in particular in the fields of urban mobility and urban governance. The two-volume set LNCS 12794-12795 constitutes the refereed proceedings of the 9th International Conference on Culture and Computing, C&C 2021, which was held as part of HCI International 2021 and took place virtually during July 24-29, 2021. This book offers a selection of research papers and case studies presented at the 3rd international conference “Smart and Sustainable Planning for Cities and Regions”, held in December 2019 in Bolzano, Italy, and explores the concept of smart and sustainable planning, including top contributions from academics, policy makers, consultants and other professionals. Innovation processes such as co-design and co-creation help establish collaborations that engage with stakeholders in a trustworthy and transparent environment while answering the need for new value propositions. The importance of an integrated, holistic approach is widely recognized to break down silos in local government, in particular, when aimed at achieving a better integration of climate-energy planning. Despite the ongoing urbanization and polarization processes, new synergies between urban and rural areas emerge, linking development opportunities to intrinsic cultural, natural and man-made landscape values. The increasing availability of big, real-time urban data and advanced ICT facilitates frequent assessment and continuous monitoring of performances, while allowing fine-tuning as needed. This is valid not only for individual projects but also on a wider scale. In addition, and circling back to the first point, (big) urban data and ICT can be of enormous help in facilitating engagement and co-creation by raising awareness and by providing insight into the local consequences of specific plans. However, this potential is not yet fully exploited in standard processes and procedures, which can therefore lack the agility and flexibility to keep up with the pulse of the city and dynamics of society. The book provides a multi-disciplinary outlook based on experience to orient the reader in the giant galaxy of smart and sustainable planning, support the transposition of research into practice, scale up visionary approaches and design groundbreaking planning policies and tools.
