The report examines recent trends in Croatia's in trade, productivity, innovation performance and policy governance framework, to help identify priorities for the development of the country's Smart Specialization Strategy, which is an ex-ante conditionality for access to the EU's Structural and Investment Funds over the 2014-20 programming period.

This book serves to define and promote the concept of smart specialization. As such, it is not only theoretical, but also presents a practical process performed in a specific country and the results thereof. It offers recommendations for activities of the European Commission regarding smart specialization processes in the future, and will appeal to policy makers, professionals who develop strategic documents, advisors, bridging organizations, and all who are involved in research and innovation, from professors to entrepreneurs.

This Special Issue addresses relations between tourism activities, smart specialization strategies, and sustainable development at different territorial levels, including the local, regional, national, and international. Framed by appropriate conceptual frameworks to define the contemporary dynamics of innovation in tourism, case studies supported by advanced quantitative methods and developed in rural and urban areas of Asia, Europe, and Africa are presented and discussed. The concept of smart specialization inspires the formulation of regional innovation policies and strategies, emphasizing the importance of endogenous resources and existing territorial capabilities. By exploring the diversity and variety of each economy to develop inter-sectoral relations, this approach aims at promoting the creation of spillover effects of innovation processes supported by adequate key enabling technologies, potentially leading to the sustainable development of places, regions, and countries. As an activity that mobilizes contributions from different economic sectors, tourism may play a central role in such strategies. As described and discussed in this Special Issue, aspects related to the creative sectors of economies, information and communication technologies, traditional products and lifestyles, food production, or diverse cultural values can be mobilized to generate innovative and sustainable solutions for tourism development.

This book offers new insights into the real and financial sectors in the post-pandemic European Union, with a specific focus on the countries of Central and Eastern Europe and a special reference to Croatia. The contributors examine the timeliness, justification, and appropriateness of the measures taken in response to the deteriorating economic conditions and the associated outcomes. They further discuss various aspects of economic, financial, and energy policy. While doing so, they focus on two important issues. The first is an analysis and assessment of the financial development and performance of the real sector. The second is an insight into the institutional dimensions of the COVID-19 pandemic, including the discussion of obstacles and opportunities for recovery in the near future. The topics covered in this book include, but are not limited to, unconventional monetary policy, financial cycles, fiscal incentives, institutional development and institutional quality, the banking system, real estate markets, competitiveness, pension systems, financial regulation, energy markets, environmental, social, and governance (ESG) factors, as well as agricultural policy. The year 2023 marked the tenth anniversary of Croatia’s membership of the European Union, the last acceding country to the EU, and thus represents a fitting opportunity to explore the political, economic and social dimensions of this tremendous transformation. This book examines how Croatia has changed over the last ten years and looks at the driving forces as well as the obstacles on its post-accession path of Europeanisation. The book argues that the Croatian case has special importance given that the last decade of European integration has arguably been the most challenging one yet. It started with the Eurozone-wide sovereign debt crisis and ended with the economic hardship caused by the COVID-19 pandemic and Russia’s aggression on Ukraine. Such demanding circumstances where agenda was often defined in an ad hoc way posed a huge test for Croatia’s governmental capacity. The book provides answers to the question of how successful Croatian policymakers were in dealing with the crises-related challanges and other needed adaptations. The book explores how EU membership has affected the design and implementation of selected national public policies, the functioning of governing institutions and patterns of cooperation between main social actors. Expert contributors analyse the impact of the EU membership in two principal areas: political and economic, with individual chapters addressing relevant topics. The book is intended for researchers, academics and students interested in these issues, as well as policymakers, entrepreneurs and lobbyists concerned with European integration.

Evidence suggests that economies with technology transfer initiatives provide a better supply of high-quality jobs and tend to be characterized by entrepreneurs with higher innovation contributions. This book explores the effectiveness of technology transfer policies and legislation on entrepreneurial innovation in a non-US context. It analyses the theoretical, empirical and managerial implications behind the success of technology transfer polices and legislations in stimulating entrepreneurial innovation; analyses which other contextual condition (e.g., culture) are necessary for successful implementation; and explores the extent and level of replication of US policies (e.g., Bayh-Dole Act, Small Business Innovation Research [SBIR] program) in other national and regional systems. In addition, this book looks at the effect technology transfer policies have on the adoption of open innovation and open science.
