This book argues for the need to rethink governance through the lens of 'resilience as self-governance'. Building on complexity-thinking, it contends that in the context of change and complex life, challenges are most efficiently dealt with, at the source, 'locally', to make 'the global' more responsive and sustainable. Resilience as self-governance is advanced as an overriding framework to explore its constitutive elements - identity, ‘good life’, local coping strategies and support infrastructures - which, when mobilized, can turn communities into ‘peoplehood’ in the face of adversity. It is argued that these communities of relations, self-organised and self-aware of their worth, is what makes them so resilient to crises, and what helps them to transform with change; and how they should be governed today. Central Eurasia, spanning from Belarus in the west, to Azerbaijan in the south and Kyrgyzstan in the east, provides fertile grounds for exploring how resilience works in practice in times of complex change. By immersing into centuries-long traditions and philosophy, local experiences of survival, and visions for change, this book shows that governability at any level requires a substantive 'local' input to make 'the global' more enduring and resilient in a complex adaptive world. This proceedings book presents state-of-the-art developments in theory, methodology, and applications of network analysis across sociology, computational science, education research, literature studies, political science, international relations, social media research, and urban studies. The papers comprising this collection were presented at the Fifth ‘Networks in the Global World’ conference organized by the Centre for German and European Studies of St. Petersburg University and Bielefeld University and held on July 7–9, 2020. This edited book unpacks the nature of Central Asian migration to East Asia. This book uses the case of Uzbekistan, the most populous country of Central Asia, and demonstrates the migration channels and adaptation strategies of migrants to the realities of Japan. What are the foreign policy engagements of Japan in Central Asia? How do they relate to the intensifying educational mobility and labour migration from Central Asia (in particular, Uzbekistan) to Japan? By answering these two questions, this book aims to detail the social factors that play important roles in localizing foreign policy engagements and narrating them in terms easily understood by the public.

Proposing a new approach to the study of language, this book argues for the need to consider syntax in context and to engage with a wider variety of perspectives that better reflect the modern world and the changes to our language prompted by increased cultural diversity, the prevalence of social media, AI, and more. Referencing big data and drawing on a corpus of linguistic research, the book explores in particular the socio-pragmatic sensitivity and complexity within East Asian languages including Chinese, Japanese, and Korean, offering new insights that step away from traditional approaches to formal syntax. In tracing the history of syntactic theory, it highlights the shifts in our communication as we adapt to technological developments, and focuses in particular on the significant advances in AI. Arguing that traditional syntactic theory is no longer in keeping with real life communication, Jieun Kiaer scrutinises current approaches and raises key questions about the need for a more appropriate grammar better suited to the diversity of human language.

Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the Caucasus and Central Asia (CCA) countries transition to a market economy by tracing the impact of natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed deployment of energy. Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

This book is about transformation of the state and an incomplete state-building. It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science. It helps conceptualize and understand social and political order beyond the “failed state” paradigm

Through invasions, migrations, trade and cultural exchange, developments in Central Eurasia have, for millennia, impacted upon the history of both Europe and Asia. For the last three hundred years, Central Eurasia has been the stage upon which great empires clashed. Following the dissolution of the Soviet Union, Central Eurasia has once again emerged as a region of geo-political concern with various new international actors involved: the USA, international monetary organizations, strategic alliances, TNCs, NGOs, regional blocks, as well as criminal groups and ethno-religious movements. The new ‘centrality’ of Central Eurasia brings new security threats to the region’s population, to Europe and to the rest of the world. Repressive political regimes and marginalization of whole groups of the population inflame conflicts that spill across national borders. Migration to Europe, both legal and illegal, the illicit production and trade of drugs are the direct outcome of social-economic destabilization in Central Eurasia. Territorial disputes, border conflicts and competition for resources among the Central Eurasian ethnicities have become the unfortunate reality. Post-Soviet Central Eurasia, as a direct neighbor to the turbulent Middle East, is a potential playground for extremist movements: radical Islamic groups and terrorist organizations. The contributors to this book, coming from various theoretical schools and presenting innovative interdisciplinary approaches, provide their views on the socio-political challenges confronting the nine Central Eurasian states - Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Mongolia, Armenia, Azerbaijan and Georgia.
