Most Asian countries have shown a strong commitment to rapid economic development. Economists have argued that the fruits from economic development will be spread equitably throughout the population. In the absence of a strong tradition of social rights, social development in Asia has long been taken for granted. This collection documents social development in the Asian countries of China, Hong Kong, Taiwan, South Korea, Thailand and India and concludes that social development has lagged behind economic development. This has given rise to `distorted development' in many countries. Serious development problems of poverty and inequalities have lingered even in these economically advanced countries of Hong Kong, Taiwan, and Singapore. These problems have been exacerbated in the wake of the Asian economic crisis. In order to harmonize social development with economic growth, Asian states ought to be more proactive in their development agendas. As a text on social development in Asia, this book is primarily intended for practitioners and students of social work, social administration, and social policy. It is also relevant for students and practitioners of sociology, economics, and public policy.

While probing into the economics of development and planning and evolving the strategy for social transformation, professional economists often lose sight of the ultimate goalman. The firsthand knowledge and experience of the human situation are tabulated and computerised, and then they reappear as abstract ‘models’ and formal ‘indicators’. This book sheds light on social policies in six South Asian countries introduced between 2003 and 2013, examining the ways in which these policies have come about, and what this reflects about the nature of the state in each of these countries. It offers a detailed analysis of the nature of these policies introduced in recent years in Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka, and illustrates the similarities and differences in policy approaches amongst the six countries. Through this analysis, the book explores the thesis of whether there is a particular type of ‘developmental welfare state’ that can be observed across South Asia. The focus is on social policies or policies designed to address poverty and deliver welfare at the level of programming and design, i.e. the stated intent of these policies. The book also presents an analysis of the fiscal space available in each of the six countries, thereby drawing conclusions about the financial feasibility of a ‘developmental welfare state’ model in the region. This comprehensive book uniquely explores critical aspects of policy debates on a possible move from welfare to ‘rights’. The chapters in this volume analyse issues relating to political governance, national identity, economic development and regional security that have preoccupied the states of South Asia in the fifty years following independence. India has been faced with the challenge of developing effective democratic structures in the world's most diverse and populous society. It confronts tensions in its efforts to carry out economic reforms in a competitive resource-scarce context, and to maintain its commitment to secularism in the face of the growing influence of Hindu nationalism. The role of the military and of religion have complicated the task of stabilising democratic structures and socio-economic development in Pakistan and Bangladesh. Sri Lanka's political problems have escalated due to the failures of its leadership, unsuccessful constitutional experiments, and unresolved ethnic differences. The rapid and sustained economic growth of the past two decades has led to marked increases in energy demand in the region and developing Asia will continue to lead the energy demand growth. The increase in energy demand threatens energy security and efforts to curb carbon dioxide emissions, affecting health and social well-being. These common energy challenges will need to be addressed through concerted efforts. Through careful historical and ethnographic research and extensive use of local scholarly works, this book provides a persuasive and careful analysis of the production of knowledge in Central Asia. The author demonstrates that classical theories of science and society are inadequate for understanding the science project in Central Asia. Instead, a critical understanding of local science is more appropriate. In the region, the professional and political ethos of Marxism-Leninism was incorporated into the logic of science on the periphery of the Soviet empire. This book reveals that science, organizes and constructed by Soviet rule, was also defined by individual efforts of local scientists. Their work to establish themselves ‘between Marx and the market’ is therefore creating new political economies of knowledge at the edge of the scientific world system.
