This book is an up-to-date critical examination of schooling in Japan by an expert in this field. It focuses on developments in the last two decades, with a particular interest in social justice. Japan has experienced slow economic growth, changed employment practices, population decline, an aging society, and an increasingly multi-ethnic population resulting from migration. It has faced a call to respond to the rhetoric of globalization and to concerns in childhood poverty in the perceived affluence. In education we have seen developments responding to these challenges in national and local educational policies, as well as in school-level practices. What are the most significant developments in schooling of the last two decades? Why have these developments emerged, and how will they affect youth and society as a whole? How can we best interpret social justice implications of these developments in terms of both distributive justice and the politics of difference? To what extent have the shifts advanced the interests of disadvantaged groups? This book shows that, compared to three decades ago, the system of education increasingly acknowledges the need to address student diversity of all kinds, and delivers options that are more varied and flexible. But interest in social justice in education has tended to centre on the distribution of education (who gets how much of schooling), with fewer questions raised about the content of schooling that continues to advantage the already advantaged. Written in a highly accessible style, and aimed at scholars and students in the fields of comparative education, sociology of education and Japanese studies, this book illuminates changing policies and cumulative adjustments in the daily practice of schooling, as well as how various groups in society make sense of these changes.

Rocked by scandals and accusations that crucial decisions are made by non-elected officials, Japan has been called a democracy in name only. Is it?

Each of the eight chapters deals with a specific topic, such as Shinto, Buddhism, the new religions, and Christianity; there is an introduction that outlines the subject to be considered followed by a series of readings.

It is no secret that Christianity has been widely rejected in Japan with less than two percent of the population identifying as Christian. The dominant worldview in Japan is deeply animistic, with beliefs such as the Japanese mana-concept, ki (気), the Japanese soul-concept, and the concept of God/god(s), kami (神), being deeply rooted in the culture and fundamentally influencing society. Dr Martin Heißwolf, with his years of experience in Japan, critically examines Japanese animism in light of core Christian beliefs, such as the concepts of “peace” and “salvation.” Central to Japanese people’s rejection of Christian truth is the diametric opposition of its supernatural message to the natural focus of Japanese animistic folk religion. Heißwolf’s meticulous study is framed squarely within missiological thought and praxis so Christians serving in Japanese contexts are better able to communicate the message of the gospel by more fully understanding Japanese people, people by whom God wants to be known.

Theoretical and practical issues of social justice and fairness - in both the Japanese and international context - form the central theme of this collection of studies by twelve Japanese researchers. The book incorporates mainly social psychological approaches to the analysis of diverse situations and concepts, including fairness bonds, strata-consciousness in Japan, distributive and procedural fairness, environmental justice, discrimination and assimilation, dehumanizing labeling, inter-group conflict, organizational stress-management, and two different examples of German social justice - anti-nuclear protests and citizens' participation in urban planning.

The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”

Less noticed in the West than wars, terrorism and economic trends has been the historic development since World War II of constitutional government and law in Asia. Lawrence W. Beer has been a close observer of Asian linkages among law, politics, culture, and national security issues for over fifty years. His perspectives have been refined during long residence in Asia, especially Japan, by substantial friendly interactions with Asian legal scholars, judges and attorneys involved in the world of human rights constitutional law. This volume, which will be widely welcomed by students and researchers, brings together a selection of Beer’s many works previously published in diverse venue, but no longer easily accessible.
