This volume is the first of its kind to discuss social welfare issues using case studies from a broad range of Southern European countries, both large and small, a decade after the financial crisis. It identifies similarities and differences in the ways in which Southern European countries engage with specific welfare issues and examines whether Southern European welfare is distinct from that of the rest of the continent. The book also engages with the impact of COVID-19 on the social welfare issues under investigation. The volume is divided into four sections, each examining in detail issues including employment, education, health, sexuality, globalization, social movements and migration. In this first analytical monograph on the subject, George Katrougalos and Gabriella Lazaridis examine the social welfare state of the main four Southern European countries, Spain, Italy, Portugal and Greece. They conduct an overall system analysis of the welfare state in Southern Europe which challenges the prevalent Ferrera model. Additionally, they present a detailed outlook of policies adopted in the fields of employment, migration, health, social security, pensions and gender-family issues.

Southern Europe has been hit hard by the global economic crisis and, as such, their welfare states have come under acute strain. Unmet need has sharply increased while significant welfare reforms and deep social spending cuts have been prominent in the crisis management solutions implemented by governments, labouring under EU constraints and the strict rescue-deal requirements for Greece and Portugal. This volume provides a systematic comparative appraisal of welfare-state reform trajectories across Southern Europe prior to and during the crisis, and traces the impact of austerity policies and wider recession upon income inequality and poverty. It brings together a number of cross-country studies on major social policy areas, raising crucial questions. What policy choices are driving reforms as Southern European economies work their way out of fiscal difficulty? Investigating the role played by religious actors in sociopolitical issues as a manifestation of the invisible politics of religion, this book concentrates on the social economy, support to migrants, the fight against social exclusion and pacifist campaigns, where religious actors have played discreet but structuring roles. In the European context, politico-religious matters have been reduced in two ways: first, a reduction of identity with religion being transformed into a heritage in the form of a minimal sense of belonging; and second, the media focus on the most fundamentalist currents within all religions. This book responds by proposing an alternative perspective with a focus on Southern European Catholicism and a comparison between Italian, Spanish and French subnational territories. In a period of polarized relations between religion and politics, there is a Catholic action repertoire which avoids this binary confrontation and which, in contrast, is characterized by its mediating dimension. Southern European welfare states - in common with their northern counterparts - are under stress. They have become the object of studies exploring the southern "type" or "model" of welfare. This collection provides a series of both comparative and specific country analyses.

Written by one of the world's leading policy researchers, this book seeks to assess the threat posed to modern welfare states by globalization and demographic change. Using empirical methods, and bringing together insights from across the social sciences, Castles interrogates a range of theories suggesting that the welfare state is in crisis. Systematically using data for 21 advanced OECD nations, he distinguishes crisis myths from crisis realities, locating, in the process, likely trajectories of welfare state development in coming decades. The findings of this book confront many of the basic assumptions of contemporary scholarship. Economic globalization has not led to a 'race to the bottom'. Analogous processes within the European Community have not led to a 'downward harmonization' of social spending. There is no 'new politics of the welfare state', with the Left still outspending the Right. Over the past two decades, spending has been increasing and converging across the OECD. Rather than being in a state of crisis, western welfare states have achieved a steady state. The supposed impact of population ageing on social welfare budgets also turns out to be myth, with differences in spending actually being a function of the structure of welfare systems, not of any demographic imperative. The only potentially real threat is of rapidly declining fertility, but Castles argues that welfare state spending in the form of family-friendly public policy is, in fact, our best defence against this problem. This is a book with significant policy implications. It identifies the factors likely to mould welfare state growth and decline in future years, and the diverse problems and challenges confronting welfare state policy-makers in different families of nations.
