This study, originally a Ph.D. thesis accepted in the University of Bir mingham, is intended to present a critical analysis of some important problems of development financing. The boundaries of our subject-mat ter will be defined as follows. First of all, the discussion will be confined to the problems of a particular country: Turkey, during a particular period of time: the period of the First Five-Year Development Plan of 1963-67. Secondly, the problems to be discussed will be chosen from among those concerning the saving aspect of development financing. It has now become a widely used method in the literature to assume a dichotomy between the saving and investing aspects of the process of development financing. Thirdly, even within the saving aspect of development financing, no claim will be made to comprehensiveness. Preference will be given to analyzing in depth a few main questions rather than touching upon everything con cerning our subject. The study begins with an introduction to the social and economic framework of Turkey in Chapter 1, in which emphasis is given to factors that bear upon the problems to be discussed in the following chapters.

The Financial Issues of the New International Economic Order discusses the establishment of the New International Economic Order (NIEO) in the monetary-financial area. World Bank Discussion Paper No. 291. Discusses the major issues associated with transforming and improving payment systems in emerging market economies. Economic activity requires a system of payments to facilitate trade and exchange between consumers and suppliers of products and services. This paper looks at the differences between payment systems in centrally planned and market economies. The authors examine both short- and long-term methods of improving payment systems. Distinctions between the various payment instruments are made, and the roles of country size, banking structure, and institutional framework are discussed. An appendix provides a summary checklist of information needed to plan adequately for changes in payment systems.

The development of Islamic banking and finance (IBF) previously centred around three regions of the world: the Middle East, Southeast Asia, and South Asia. However, in recent years, this has expanded, as interest in IBF has gained momentum in Australia, the USA, and Europe, especially in the UK. Several Western market players have established their own Islamic window or subsidiaries to cater to the need of growing Muslim populations in these regions. Critical Issues in International Financial Reform addresses weaknesses of the current international financial system and potential beneficial reforms. The focus is on the countries of Latin America and the Caribbean, but the authors also take into account relevant lessons from the experience of Canada, a country highly integrated into world and hemispheric trade and financial markets. Critical Issues offers a new perspective on a discussion too often dominated by interest groups that take strong, even rigid, positions on issues with limited understanding of the technical aspects of the issues, and little concern for the interests of the developing world.
