This volume is the first English-language work to focus specifically on South America in the context of peace operations. The region of South America has been undergoing significant changes recently with regard to its attitudes towards participation in peace operations. Leaving behind a strong reluctance with regard to intervention, the states have recently taken on a much stronger presence among UN peacekeepers. The foremost showcase of this more robust and responsible stance has been MINUSTAH, the current UN mission in Haiti. South American contributors provide over half the operation’s troops, and the Force Commander is provided by Brazil. This book is intended as an introduction for researchers to the nexus of issues surrounding South America’s increasing influence as a contributor to peace operations. The authors provide the reader with a historically and theoretically grounded understanding of what motivates defence policy and decisions on intervention in the region. Trends in the number and scope of peace operations since 2000 evidence heightened international appreciation for their value in crisis-response and regional stabilization. Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature. Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. The information provides the bases for arriving at unique insights about the characteristics of contributors and about the division of labor between the United Nations and other international entities. Part two looks to trends and prospects within regions and nations. Unlike other studies that focus only on regions with well-established track records—specifically Europe and Africa—this book also looks to the other major areas of the world and poses two questions concerning them: If little or nothing has been done institutionally in a region, why not? What should be expected? Strategic Culture(s) in Latin America elucidates why many state-actors in the Global South exhibit a remarkable degree of policy continuity in their external behavior despite structural incentives for change. This book contends that the theoretical notion of strategic culture is instructive to explain such a puzzle. It extends the application of strategic culture beyond the policy of nuclear deterrence among great powers into other equally strategic areas of policy, such as diplomacy, political economy, regional international institutions, legal norms, politico-military institutions, and different security agendas beyond war and peace, for example, the illicit drug-trade and peacekeeping missions. The overall contribution of this book is three-fold: first, it rescues, updates, and expands the original conceptual and theoretical dimensions of strategic culture. Second, it extrapolates further theoretical implications of the concept through its application to five policy domains in Latin America beyond the original application of the strategic culture perspective to nuclear weapons strategy among great powers in the 1970s. Third, it draws together the theoretical and policy implications of the strategic cultures in Latin America and identifies possible applications for other peripheral, non-great power policy areas and issues in the Global South. The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. This book provides the first comprehensive analysis of an epochal shift in global order – the fact that global-south countries have taken up leadership roles in peacekeeping missions, humanitarian interventions, and transnational military industries: Brazil has taken charge of the UN military mission in Haiti; Nigeria has deployed peacekeeping troops throughout West Africa; Indonesians have assumed crucial roles in UN Afghanistan operations; Fijians, South Africans, and Chileans have became essential actors in global mercenary firms; Venezuela and its Bolivarian allies have established a framework for "revolutionary" humanitarian interventions; and Turkey, India, Kenya, and Egypt are asserting themselves in bold new ways on the global stage. In this context, this collection sheds critical light on intersections between imperialism and humanitarianism, between neoliberal globalization and "rescue industry" transnationalism, and between patterns of geopolitical hegemony and trajectories of peacekeeping internationalism. These case studies are grouped into three clusters (I) Globalizing Peacekeeper Identities, (II) Assertive "Regional Internationalisms," and (III) Emergent Alternative Paradigms. Together, these articulate a new research agenda and offer significant contributions to fields of global studies, transnational gender and race studies, critical security studies and peace studies, comparative politics, police and military sociology, Third World diplomatic history, and international relations. UN peace operations increasingly deploy police forces and engage in policing tasks. The turn to 'police peacekeeping' has generally been met with enthusiasm in both academic and policy circles, and is often understood to provide a more civilian instrument of intervention, better suited to mandates that increasingly emphasize protection. Rebuilding local police forces along democratic, liberal lines is seen as a prerequisite for a successful transition towards peace and stability. In this book, Lou Pingeot questions this optimistic reading of police peacekeeping, and demonstrates that the logic of policing leads to the depoliticization of conflict and the criminalization of those who are deemed to threaten not just public order but social order, authorizing violence against them in the name of law enforcement. Police Peacekeeping proposes a new way of studying peace operations that focuses not on their success or failure, but on how they allow people and ideas to circulate transnationally. It shows that peace operations act as a point of cross-fertilization for the creation and transmission of policing discourses and practices globally. In so doing, these missions contribute to (re)producing social orders that are based on the exclusion of often racialized, socio-economically marginalized populations, both 'domestically' (in countries of intervention) and 'internationally' (in troop contributing countries). The book draws on and contributes to critical understandings of police power that show that police forces were never meant to protect all equally. It also furthers our understanding of policing at a global level. Drawing on interpretive, feminist, and postcolonial methodologies that emphasize relations, processes, and situatedness, Lou Pingeot's in-depth study of UN intervention in Haiti shows how a single site can help illuminate global processes. Rather than starting from Haiti's supposed deviance from international expectations and norms, she posits that Haiti can reveal a great deal about how policing functions globally.

In March 2000, the United Nations Secretary-General convened an international panel to conduct a major study on United Nations Peace Operations. Chaired by former Algerian Foreign Minister and current Under-Secretary-General, Lakhdar Brahimi, the Panel was tasked to conduct a wide-ranging study and analysis over lessons learned from past operations such as those in Rwanda and Somalia, as well as current missions in Kosovo, East Timor, and the Democratic Republic of the Congo. The Panel looked at how peacekeeping missions could achieve greater efficiency and success in attaining the key objectives of maintaining peace and promoting reconciliation and reconstruction. It also reviewed the context within which peacekeeping missions took place, the resources and limitations of the United Nations Department of Peacekeeping Operations (DPKO) specifically, and the modality, efficacy, and extent of assistance rendered by the 'international community' within the framework of peacekeeping and peace-building in general. The fifth in a series of conferences organised on lessons learnt from peacekeeping operations was held under the auspices of the United Nations Institute for Training and Research (UNITAR), the Institute of Policy Studies (IPS) of Singapore and the Japan Institute of International Affairs (JIIA). Throughout two intense days in Singapore, in April 2001, an eminent group of academics, government officials, representatives of international organisations, representatives from ongoing UN Missions, and military scholars gathered behind closed doors to reflect upon the recommendations of the Brahimi Report and the obstacles to reform of peacekeeping. This volume contains all the papers presented at that event. It also includes the Co-Chairs' Summary and Recommendations. The Report is a summary of the many animated debates that took place during the conference. Recommendations of the Co-Chairs have been drawn from the broad range of opinions and insights from the conference. The findings and reactions of the participants to the Brahimi Report should give policy-makers, researchers, and international affairs analysts a candid review and critique of past experiences that is essential to the comprehension of the failures of current peacekeeping and requirements for future success.
