There are six chapters examining the strategic and economic policies of the major external powers towards Southeast Asia and two more focusing on the still unresolved conflict in Cambodia and on the continuing disputes over the ownership of the Spratly Islands. The conclusion assesses the relevance of Southeast Asian experience in the 'New World Order' to the ongoing theoretical debates about democracy, the market, the state and multilateralism.

The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbouring countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed. This book identifies possible factors responsible for the recent rise of many developing countries. It examines how robust these trends actually are and speculatively predicts the implications and consequences that may result from a continuation of these trends. It also suggests possible scenarios of future development. Ultimately, it argues that the rise of ‘the Rest’ would not only imply geopolitical shifts, but could lead to proliferation of new growth models in the Global South and to profound changes in international economic relations.

Where the implications of war and peace are open to question, the possibility of change depends more on politics than economics. This book asks whether the region's great powers can overcome opposing interests and commit to political restraint. The concept of regional security is based on great power support for regional order.
