International migration is a dynamic global phenomenon that has been drawing increasing attention from both scholars and policymakers over the last few decades. It is particularly relevant to South Asia, since the region is a vast source of “sojourner” migrant labour, as well as home to permanent immigrant and diaspora communities. South Asians comprise over 15 per cent of all international migrating population, among the highest in the world. The countries of the Persian Gulf are perhaps still the largest recipients of migrant workers. A unique economy has developed between these two regions, with all South Asian nations being major beneficiaries and featuring among the top twenty countries receiving maximum remittances globally. Southeast Asia has long been a crossroad of cultural influence and transnational movement, but the massive migration of Southeast Asians throughout the world in recent decades is historically unprecedented. Dispersal, compelled by economic circumstance, political turmoil, and war, engenders personal, familial, and spiritual dislocation, and provokes a questioning of identity and belonging. This volume features original works by scholars from Asia, America, and Europe that highlight these trends and perspectives on Southeast Asian migration within and beyond the Asia-Pacific region. Adopting an interdisciplinary approach -- with contributions from sociology, political science, anthropology, and history -- and anchored in empirical case studies from various Southeast Asian countries, it extends the scope of inquiry beyond the economic concerns of migration, and beyond a single country source or destination, and disciplinary focus. In migration studies, the nexus between migration and development in the global South has been meticulously debated. However, a unanimous resolution to this debate has not been found, due to the ever-changing nature of international migration. This book explores the politics of gendered labor migration in Southeast Asia through the stories and perspectives of Indonesian and Filipina women presented in films, fiction, and performance to show how the emotionality of these texts contribute to the emergence and vitality of women’s social movements in Southeast Asia. By placing literary and filmic narratives of Filipina and Indonesian domestic workers in Hong Kong and Singapore within existing conversations concerning migration policies, the book offers an innovative approach towards examining contemporary issues of Asian migration. Furthermore, through rich ethnographic accounts, the book unpacks themes of belonging and displacement, shame and desire, victimhood and resistance, sacrifice, and grief to show that the stories of Filipina and Indonesian migrant women don't just depict their everyday lives and practices but also reveal how they mediate and make sense of the fraught politics of gendered labor diaspora and globalization. International migration for temporary employment is key to South Asia’s development path, in terms of both jobs and remittance flows. Overseas markets are a critical source of employment for South Asian economies that may not be able to absorb workers sufficiently or quickly enough into the domestic labor market. Migrant workers typically experience wage gains of at least three times their earnings back home, in addition to acquiring new skills and accumulating savings that can be used to start up entrepreneurial activities upon returning home. Remittances sent by migrants while abroad also boost household consumption and support macroeconomic stability in countries of origin. However, multiple challenges exist that prevent migration from achieving its full development potential. These challenges include high monetary costs, information gaps on employment opportunities in destination countries, a lack of protection while abroad, and high concentrations of migrants in few sectors and destinations. These often prevent the poorest from migrating overseas and may place those who actually migrate in situations of considerable vulnerability. Building on rigorous analytics, this book highlights policy actions that can be taken at all stages of the migration life cycle, including after return, to minimize the risks and maximize the benefits of migration for migrants themselves, their families, and the home economy. The book provides policy options to address information gaps on employment opportunities overseas at the departure stage, to prepare migrants adequately for their experience overseas, to diversify destinations and occupations abroad, and to maximize the benefits of return migration.
