Southeast Asia has long fascinated development practitioners and researchers for being one of the few regions of the world that has resisted global trends to become a successful developing region. Divided into accessible thematic chapters, this book adopts a unique perspective of equitable development to outline the strengths and weaknesses of the transformations taking place in the Southeast Asian region. Focusing on four key themes: equality and inequality; political freedom and opportunity; empowerment and participation; and environmental sustainability, these concepts are used to explore Southeast Asian development and trace the impacts that the growing popularity of market-led and grassroots approaches are having upon economic, political and social processes. Whilst the diversity of the region is emphasized so are some of the homogenizing trends such as the concentration of wealth and services in urban areas and the subsequent migration of rural people into urban factories and squatter settlements. Southeast Asia is one of the most diverse regions in the world – hosting a wide range of languages, ethnicities, religions, economies, ecosystems and political systems. Amidst this diversity, however, has been a common desire to develop. This provides a uniting theme across landscapes of difference. Over the course of the last half century, the growth economies of Southeast Asia – Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam – have transformed themselves into middle income countries. This book looks at how the very success of these economies has bred new challenges, novel problems, and fresh tensions, including the fact that particular individuals, sectors and regions have been marginalised by these processes. Contributing to discussions of policy implications, the book melds endogenous and exogenous approaches to thinking about development paths, re-frames Asia’s model(s) of growth and draws out the social, environmental, political and economic side-effects that have arisen from growth. While the world's attention has been focused on the spectacular economic success of Japan and Korea, the less developed countries of Asia have often been neglected. Asian Development closes the gap. In nontechnical style and with minimal mathematics, it presents an in-depth perspective on the economic development of fourteen countries in East, Southeast, and South Asia. Asian Development is mainly a story of success. Though some problems remain, Asian countries have shown remarkable resilience in responding to sharp changes in the international economy--oil shocks, world recession and inflation, exchange-rate and interest-rate fluctuations, and rapid technological change. The authors conclude that their ability to adjust to changing external conditions is closely related to intelligent governmental policies. This book analyses the growth, development and crisis experiences of the Southeast Asian economies, in particular, Indonesia, Malaysia, the Philippines, Singapore and Thailand -- also known as ASEAN-5. The proposition is developed that the robust economic performance of the Southeast Asian economies during the past four decades has been attributed to the various factors, developments and independent national policies which have been pursued by the individual member countries rather than to any regional economic framework. The book covers eleven topics which is suitable for a one-semester course on the economics of Southeast Asia. Also, it has a narrower area coverage as it focuses only on the five economies, namely, Indonesia, Malaysia, the Philippines, Singapore, and Thailand. The sectoral treatment of the crisis impact and the analytical treatment of policy responses to the crisis differentiate this book from other publications on the same topic. Finally, the book provides an analysis of national developments, policies and factors which have contributed to the economic transformation of the respective Southeast Asian economies.

In the early 1960s, fewer than five percent of Japanese owned automobiles, China’s per capita income was among the lowest in Asia, and living standards in South Korea’s rural areas were on par with some of the world’s poorest countries. Today, these are three of the most powerful economies on earth. Dwight Perkins grapples with both the contemporary and historical causes and consequences of the turnaround, drawing on firsthand experience in the region to explain how Asian countries sustained such rapid economic growth in the second half of the twentieth century. East Asian Development offers a comprehensive view of the region, from Japan and the “Asian Tigers” (Hong Kong, Singapore, Taiwan, South Korea) to Indonesia, Vietnam, Thailand, Malaysia, and China—a behemoth larger than all the other economies combined. While the overall picture of Asian growth is positive, no single economic policy has been effective regionwide. Interventionist policies that worked well in some countries failed elsewhere. Perkins analyzes income distribution, to uncover why initially egalitarian societies have ended up in very different places, with Japan, for example, maintaining a modest gap between rich and poor while China has become one of Asia’s most unequal economies. Today, the once-dynamic Japanese and Korean economies are sluggish, and even China shows signs of losing steam. Perkins investigates whether this is a regional phenomenon or typical of all economies at this stage of development. His inquiry reminds us that the uncharted waters of China’s vast economy make predictions of its future performance speculative at best.
