As the Asian crisis triggered or precipitated the meltdown, a second, objective is to explore the reasons and factors for the breakdown or redundancy of developmental states, distinguishing between domestic transformative capacity and external global factors as identified. A third objective is to cull experiences and lessons beyond East Asia. With many transition economies in Central and Eastern Europe beside China and Indochinese states, the theory and practice of developmental states may be a useful bridge. These are by no means exhaustive and comprehensive aims, questions and issues. Why do some small, developing countries industrialize and others don’t? What factors account for different economic performance among states that are vulnerable to external shocks, crony capitalism, and political instability? This book argues that the answer lies in the structuring of state power, specifically the way different sets of governing elites – political leaders and economic technocrats – are embedded in political organisations and state institutions, and the way these elites relate to each other in the economic development policy process. Conducting a comparative historical analysis of Thailand and the Philippines, the book argues that the institutional settings of governing elites influence economic outcomes. In Thailand, political power traditionally connects to state institutions in ways that has limited the impact of political turnovers and global downturns - conducive to long-term industrial activities. In contrast, Philippine state power derives from family networks that merge social and political power, suited to fast-moving, short-term commercial interests. In focusing on this political and institutional story, the author analyses the current development dilemmas of countries, weighed down by historical legacies of unstable regimes, dependency, and social conflict, and how they are likely to develop in the future.

This review evaluates the role of the state in development, offering a new framework for understanding what capabilities states need to overcome different types of market failures. This framework is employed to understand the successes and failures of state-led development in Malaysia. The review addresses three key questions. First, what do we know about developmental states and why they emerged? Second, what have developmental states achieved? In answering this question, I look not only at growth but also at structural transformation, economic “upgrading,” equity, and human capability enhancement. In contrast to the idea of a single “East Asian model” of development, I find five distinct development trajectories. Third, how did developmental states utilize state structures to pursue development? To answer this final question, I examine in depth the history of state-led development in Malaysia—including agricultural, industrial, and social policies. This case study sheds light on what specific institutional and political capacities helped Malaysia to improve productivity in agriculture, expand the manufacturing sector, and reduce inequality. It also explores why Malaysia has been less successful in developing linkages with the export-based manufacturing sector.
