The region between the Baltic and the Black Sea was marked by a set of crises and conflicts in the 1920s and 1930s, demonstrating the diplomatic, military, economic or cultural engagement of France, Germany, Russia, Britain, Italy and Japan in this highly volatile region, and critically damaging the fragile post-Versailles political arrangement. The editors, in naming this region as "Middle Europe" seek to revive the symbolic geography of the time and accentuate its position, situated between Big Powers and two World Wars. The ten case studies in this book combine traditional diplomatic history with a broader emphasis on the geopolitical aspects of Big-Power rivalry to understand the interwar period. The essays claim that the European Big Powers played a key role in regional affairs by keeping the local conflicts and national movements under control and by exploiting the region's natural resources and military dependencies, while at the same time strengthening their prestige through cultural penetration and the cultivation of client networks. The authors, however, want to avoid the simplistic view that the Big Powers fully dominated the lesser players on the European stage. The relationship was indeed hierarchical, but the essays also reveal how the "small states" manipulated Big-Power disagreements, highlighting the limits of the latters' leverage throughout the 1920s and the 1930s.

Post-war Marshall Plan aid to Europe and indeed Ireland is well documented, but practically nothing is known about simultaneous Irish aid to Europe. This book provides a full record of the aid – mainly food but also clothes, blankets, medicines, etc. – that Ireland donated to continental Europe, including France, the Netherlands, Hungary, the Balkans, Italy, and zones of occupied Germany. Starting with Ireland’s neutral wartime record, often wrongly presented as pro-German when Ireland in fact unofficially favoured the western Allies, Jerome aan de Wiel explains why Éamon de Valera’s government sent humanitarian aid to the devastated continent. His book analyses the logistics of collection and distribution of supplies sent abroad as far as the Greek islands. Despite some alleged Cold-War hijacking of Irish relief – and this humanitarianism was not above the politics of that East-West confrontation – it became mostly a story of hope, generosity and European Christian solidarity. Rich archival records from Ireland and the European beneficiary countries, as well as contemporary local and national newspapers across Europe, allow the author to measure and describe not only the official but also the popular response to Irish relief schemes. This work is illustrated with contemporary photographs and some key graphs and tables that show the extent of the aid programme.

After World War II, Austria was occupied by Soviet, American, British, and French forces. This study provides the history of the treaty that was negotiated in order to end this occupation. In the Moscow Declaration of 1943, the United States, Great Britain and the Soviet Union had declared that Austria should be liberated from Nazi rule and reconstructed as an independent state. After the war, however, this goal was soon overshadowed by security and power considerations, and then by the Cold War. While the West strove to safeguard Austria’s independence from communist expansion, the USSR refused to finalize a treaty and to withdraw from its zone in the eastern part of the country. In the end it took until 1955 to come to an agreement and receive Soviet consent for a treaty. An important Soviet precondition for agreeing to withdraw was Austria becoming a permanently neutral country. The roots of Austria’s neutrality as traced in this volume were not only linked to Soviet, but also to Austrian considerations. Based on US, Soviet, British, French, German, Swiss and Austrian documents, the book analyzes the risks, pitfalls and blockades that had to be avoided and overcome before Austria could finally regain its independence and be reconstructed.

This book examines the political parties which emerged on the territories of the former Ottoman, Qing, Russian, and Habsburg empires and not only took over government power but merged with government itself. It discusses how these parties, disillusioned with previous constitutional and parliamentary reforms, justified their takeovers with programs of controlled or supervised economic and social development, including acting as the mediators between the various social and ethnic groups in the respective territories. It pays special attention to nation-building through the party, to institutions (both constitutional and de facto), and to the global and comparative aspects of one-party regimes. It explores the origins of one-party regimes in China, Czechoslovakia, Korea, the Soviet Union, Turkey, Yugoslavia, and beyond, the roles of socialism and nationalism in the parties’ approaches to development and state-building, as well the pedagogical aspirations of the ruling elites. Hence, by revisiting the dynamics of the transition from the earlier imperial formations via constitutionalism to one-party governments, and by assessing the internal and external dynamics of one-party regimes after their establishment, the book more precisely locates this type of regime within the contemporary world’s political landscape. Moreover, it emphasises that one-party regimes thrived on both sides of the Cold War and in some of the non-aligned states, and that although some state socialist one-party regimes collapsed in 1989–1991, in other places historically dominant parties and new parties have continued to monopolize political power. French and Soviet Musical Diplomacies in Post-War Austria, 1945-1955 investigates how promoting 'national' music and musicians was used as an important asset by France and the USSR in post-Nazi Austria, covering music’s role in international relations at various levels, within changing power frameworks. Bridging international relations, musical sociology, media studies, and Cold War history, four incisive chapters examine the crossroads of Soviet, French, and Austrian cultural politics and discourse-building, presented in two parts - institutions of musical diplomacy: Soviet and French cultural diplomats in comparison; sounds of music coming to Austria: Soviet and French musicians on tour. Using a communication- and media-oriented approach, this study casts new light, firstly, on the interpretative power of 'receiving' publics and, secondly, on the role of cultural transmitters at different levels. This is a valuable study for those specialising in Russian and East European music and music and politics. This book is aimed at presenting fresh views, interpretations, and reinterpretations of some already researched issues relating to the Yugoslav foreign policy and international relations up to year 1991. Yugoslavia positioned itself as a communist state that was not under the heel of the Soviet diplomacy and policy and as such was perceived by the West as an acceptable partner and useful tool in counteracting the Soviet influence.

The book contravenes the notion that a neutral zone of states, including Germany, could have been set up between East and West. The Soviet Union under Joseph Stalin was determined to preserve control over its own sphere of German territory. By tracing Stalin's attitude toward neutrality in international politics, the book provides important insights into the origins of the Cold War.
