The SSB has also provided such advice to other executive branch agencies, including the National Oceanic and Atmospheric Administration (NOAA), the National Science Foundation (NSF), the U.S. Geological Survey (USGS), the Department of Defense, as well as to Congress. It oversees advisory studies and program assessments, facilitates international research coordination, and promotes communications on space science and science policy between the research community, the federal government, and the interested public. The SSB also serves as the U.S. National Committee for the International Council for Science Committee on Space Research (COSPAR). The present volume reviews the organization, activities, and reports of the SSB for the year 2009.

During 1988, the National Research Council's Space Science Board reorganized itself to more effectively address NASA's advisory needs. The Board's scope was broadened: it was renamed the Space Studies Board and, among other new initiatives, the Committee on Human Exploration was created. The new committee was intended to focus on the scientific aspects of human exploration programs, rather than engineering issues. Their research led to three reports: Scientific Prerequisites for the Human Exploration of Space published in 1993, Scientific Opportunities in the Human Exploration of Space published in 1994, and Science Management in the Human Exploration of Space published in 1997. These three reports are collected and reprinted in this volume in their entirety as originally published.

The 2013 report Solar and Space Physics; A Science for a Technological Society outlined a program of basic and applied research for the period 2013-2022. This publication describes the most significant scientific discoveries, technical advances, and relevant programmatic changes in solar and space physics since the publication of that decadal survey. Progress Toward Implementation of the 2013 Decadal Survey for Solar and Space Physics assesses the degree to which the programs of the National Science Foundation and the National Aeronautics and Space Administration address the strategies, goals, and priorities outlined in the 2013 decadal survey, and the progress that has been made in meeting those goals. This report additionally considers steps to enhance career opportunities in solar and space physics and recommends actions that should be undertaken to prepare for the next decadal survey.
