This book defines the dilemmas related to the interface between legal regulations and planning practice in the spatial management system. Based on specific case studies, it gives examples of possible problems and ways of solving them. It applies to Poland's standard and the determinants of spatial policy in other countries. It provides the basis for a developed international discussion and concretely suggests specific actions at local, regional and national levels.

Accession to the EU in May 2004 was a historic milestone for the spatial and urban development of the new member states. Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe. Based on the work of experts on spatial planning from twelve European countries the authors underline the specific and context-dependent variety and disparateness of planning transformation, focusing on the main objectives of the changes, the driving forces behind them and the main phases and turning points, the main agenda setting actors, and the different planning modes and tools reflected in the different "policy and planning styles". Along with a methodological framework the book includes twelve country case studies and the comparative conclusions covering a variety of planning systems of EU member states. According to the four "ideal types" of planning systems identified in the EU Compendium, at least two countries have been selected from each of the four different planning traditions: regional-economic (France, Germany), Urbanism (Greece, Italy), comprehensive/integrated (Denmark ,Finland, Netherlands, Germany), "land use planning" (UK, Czech Republic, Belgium/Flanders), along with two additional case studies focusing on the recent developments in eastern European countries by looking at Poland and in southern Europe looking at Turkey.

As an annual of the five leading German institutes working in the field of the analysis of spatial development and policies, this book will present discussions about the guiding principles for spatial development being a virulent new approach to the future development of Germany in spatial differentiation. This edited volume analyses and discusses the systematisation of Polish socio-economic transformations of the last three decades using selected examples of the most important changes. 1989 marked the onset of the political transformation process in Poland and other countries of Central and Eastern Europe. The transition involved a shift from a socialist system to a parliamentary democracy and from a command economy to a market one. Due to the deep economic crisis that culminated in 1988 and the peaceful model of change developed and implemented in Poland, the magnitude and manner of implementing various initiatives was unprecedented and had specific implications. This transformation opened Polish society and the Polish economy to the impact of global social and economic changes, triggering successive transformations, often overlapping in terms of their causes and consequences. This publication aims to present the course and effects, in particular territorial, of Poland's socio-economic transformation in the years 1990–2020. The analysis covers the key aspects of this transformation, illustrated with references to the concepts and theories of development, domestic and foreign literature, own empirical research and existing or newly developed model approaches to transformation in the territorial dimension. The book appeals to researchers and student in the fields of geography, spatial management, economics and business, sociology and political sciences, public and private economic research institutes, employees of governmental bodies and corporations, consultants in public administration, journalists and policymakers.

As part of the ISOCARP 50th anniversary programme, the publication of Ten Years of UPATs: Reflections and Results is certainly one of the "flagship" activities of ISOCARP. We have to thank the editors and authors, as well as all the members of the Urban Planning Advisory Teams who contributed to the impressive quality of this publication. The initiation of the UPATs was a turning point in the activities of ISOCARP as a professional organisation. Instead of limiting its role to reflecting on activities, it turned into a pro-active organisation intervening in the real world, rather than serving only as a consultant. The UPATs try to "open eyes and doors", to think and act in other directions, and start collaborative and innovative planning processes rolling. At the same time, the UPATs created the opportunity to bring ISOCARP members together: new planners and experienced planners with widely divergent backgrounds and their own specific areas of expertise. Unexpectedly, the UPATs created a kind of "cement" among ist members and gave ISOCARP a new active face. The publication is clearly structured, complete and much more than a pure report. It contains an elaboration of the objectives of the UPAT concept, an interesting explanation and justification of the planning methodology and maxims, a brief comparative analysis of similar expert advisory platforms applying collaborative planning procedures, and a general description with the categories and characteristics of all the UPATs. The core of the book is devoted to the description of case studies, the organisation and management of the workshops, and, ultimately, to an elucidation of the lessons learned. When we think about the role of ISOCARP in the future, we should take the UPATs as an example for the way a modern professional organisation can act, not only through knowledge sharing, but also by developing visions, concepts and concrete solutions for complex urban problems within a collaborative setting.

The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue. Even though this volume cannot provide all the answers to the many complex problems, together the essays present a stimulating, interdisciplinary approach that challenges conventional thoughts in European land and spatial planning.
